Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Job Description:

Job Summary

This position is based in Ghor province, and the incumbent will lead and manage the water supply and WASH activities in the province. Under the overall supervision and guidance of the Project Coordinator, the incumbent undertakes the following duties:

Duties & Responsibilities

  • Be able to choose the best and economical alignments among the others for transmission line and other parts of the system of water supply project.
  • Provide water supply design, estimation and BOQ for.
  • Be familiar with urban plus rural water supply norms and standards.
  • Supervise activities of IRW/contractors on constructions sites (gravity and pressure line, distribution network, rotary wells, pumping station, reservoirs, and other hydro-technical structures).
  • Produce Engineering studies and cost estimates for option analysis.
  • Support detailed designs, calculations, specifications, bills of quantities and drawings for contract work packages of water supply projects.
  • Supervise and ensure quality of the work being implemented.
  • Regular technical follow-ups and evaluations in the field
  • Coordinate activities with the other teams and sensitize communities in the field.
  • Identify the beneficiaries’ technical training needs in needed.
  • Organize information meetings with community members to develop their knowledge.
  • Ensure all data from the field are provided on weekly and on monthly basis.
  • Supervise the contractors to ensure all work is performed in accordance with the plans, specifications, and agreement.
  • Monitor construction activities for safe work practices.
  • Develop the project’s construction planning, reporting.
  • Communicate with WASH project officer and area manager on the implementation of activities to highlight challenges and ways forward.
  • Develop contacts and explain to stakeholders and to populations about the activities and the objectives of the programs.
  • Represent the organization to the beneficiaries with the agreement of the supervisor.
  • Inform local authorities about all aspects of the programs.
  • Involve and inform the communities in the implementation of the program.
  • Work in collaboration with the stakeholders.

Job Requirements:

Job Requirements:

Education and Experience: Bachelor’s degree in civil engineering/water supply engineering.

Further qualifications in engineering in development-related contexts preferred.

Technical and practical competence in WASH and water supply including experience in solar pipe schemes and sanitation facilities.

Preparation and qualities assure monitoring plans.

A minimum of 4 to 5 years’ professional experience in Humanitarian aid to vulnerable population projects in humanitarian contexts, having experience in implementation of SIDA projects will highly be preferred.

Skills:

  • Knowledge of WHO water quality standards, testing methodology and monitoring and evaluation practices
  • Excellent computer skills including MS Office (Word, Excel, PowerPoint) and other relevant software.
  • Excellent knowledge of project estimations and water supply systems design.
  • Familiar in Auto CAD.
  • Strong Organizational, Coordination, supervisory, and problem-solving skills, and proven ability to work in shelter project management.
  • Strong leadership, supervision, management, project planning, monitoring and evaluation, analytical interpersonal, and communication skills
  • Strong budget management and reporting, skills; and an ability to oversee multiple awards from a variety of donors.
  • Strong written and oral communication skills, comfortable in a multi-cultural environment, and effective in representationږ
  • Able to respond rapidly to changing environments and work under pressure.
  • Fluency in English required; knowledge of Dari and Pashtu preferred.
  • Excellent organizational skills with the ability to prioritize multiple tasks and meet deadlines.
  • Strong organizational and diplomacy skills.
  • Effective IT skills including word processing and spreadsheet.
  • Good interpersonal skills with ability to travel field based on need.
