About CTG:

Organizational Setting and Reporting Relationships: 

The position is located with the Regional Office for Asia and the Pacific of the Regional Program Division and based in Kabul, Afghanistan.

The Regional Program Division is responsible for consolidating and enhancing the linkages between UN Habitat’s activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

Since 1992, UN-Habitat has worked closely with Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees and contributing to the provision of basic urban services.

There is a strong need to increase tenure security and facilitate GBV risk mitigation in humanitarian investments in Afghanistan’s informal settlements.  In the past, HLP partners have worked towards this outcome by providing support to authorities to develop and implement land laws to protect the land rights of women (and men) in informal settlements. In many cases, this approach was unsuccessful because of opposition to consolidating informal settlements from former authorities led to evictions.  The post-August 2021 context calls for a fresh approach to HLP and GBV programming in informal settlements for two reasons. First, the current status of key laws on HLP are unclear – particularly pertaining to individual property rights and the property rights of women. Second, the changed governance context offers new opportunities for securing tenure and investing in GBV risk mitigation and infrastructure in informal settlements through a community-based approach.

In response to the post-August 2021 context, humanitarian partners are piloting a community-based approach to strengthen land rights and ensure GBV risk mitigation in urban informal settlements. The Strengthening Communal Land Rights in Afghanistan (SCLRA) approach documents the community land rights of informal settlements by working through community-based organizations. It does so by undertaking participatory mapping that informs GBV-safe community investments, and actioning investment plans. The approach has been successfully implemented by UN-Habitat in six informal settlements in Kabul and Herat in 2022 and 2023, the proposed action will build on this approach to reach more at-risk populations in areas with large informal settlement populations.

Job Description:

This is a field work position coordinating with the MIS associate and assisting in day-to-day beneficiary enumeration component of the project. S/he will be the collector of information of the returnee, IDP and host community.

  • Conduct door to door assessment surveys for profiling communities in target locations.
  • Contact the beneficiaries two days earlier to inform them about the household survey and get the specific address of the registered families.
  • Visit the household at their location and take the bio-metric data of each member of the household.
  • Collect the required data by filling-up the questionnaire based on the responses of the family members provide.
  • Upload the data in the system on daily basis, Report their activities and progress to the community mobilization team and information management system on daily basis.
  • The surveyors shall receive orientation training on the survey tools and equipment.

Work implies frequent interaction with the following:

  • The surveyors  will be reporting on a day-to-day basis to the MIS Associate .

Results Expected:

  • To help and support UN-Habitat on household data collection vulnerability assessment under Secure HLP Rights for Gender-Safe Informal Settlements project in Herat and Kabul provinces.
  • Empowering women and a step forward in gender balance in UN-Habitat. 6 Male and 6 Female

Job Requirements:

Education:

At least 12 grade graduates (higher level preferred)

Experience: 

Minimum of 2 years of relevant experience in data collection, uploading and familiarity with current data collection systems.

Language:

Good speaking, reading, and writing in Dari and Pashto are required to communicate with staff and beneficiaries. English is one of the Official UN languages which is necessary for this post.

Other: 

  1. Familiarity with electronic Data system
  2. Good communication skills – both written and interpersonal will be essential, as most of the work will be done through a process of consultation at all levels and Experience in working with IDPs and returnees.
  3. Knowledge of UN rules and regulations is an advantage.
  4. Preferable knowledge of MS-Office applications.
  5. Knowledge of local area and community is essential.
