Org. Setting and Reporting
These positions are located within the Security Section of the United Nations Assistance Mission in Afghanistan (UNAMA) with duty station in Kabul. Kabul is classified in the “E” category and as a non-family duty station. Under the overall management/direction of the Principal Security Advisor (PSA), the Security Officer FS-6 reports to the Chief Security Officer through the assigned unit supervisor.
Responsibilities
Under the supervision of the assigned Unit Supervisor, the Security Officer, FS-6, will be responsible for, but not limited to the following duties: – Contributes to the office management procedures and/or supervises a Security Unit, as needed. – Develop and implement an effective security plan and contingency plan for a security unit and its operations. – Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel, and eligible dependents on security issues. – Serves as a member of the Security Cell as required. – Evaluates air, land, and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action. – Determines accessible areas, maintains tracking systems, and coordinates a 24-hour Emergency Response System. – Conducts security risk assessment for the area of operations. – Monitors, conducts, or coordinates security operations. – Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders. – Briefs the Chief Security Officer/Chief of Physical Security Unit on the status, activity, and requirements of the unit. – Ensures that fire prevention devices and fire-fighting equipment are available on the premises, Reviews fire evacuation plan and coordinates fire drills and training, as necessary. – Conducts physical security inspections of facilities. – Assumes responsibility for guard force management; Monitors and evaluates office physical security measures and conducts security surveys of installations and facilities; implements security arrangements. – Provides advice and training to UN personnel and eligible dependents on security matters. – Identifies the training needs of security and mission staff. – Supervises the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents. – Identifies gaps in existing capability and recommends amendment accordingly. – Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment. – Inspects security equipment and ensures minimum equipment requirements are purchased, maintained, and deployed. – Supervises the issuance of identity cards, background checks, and entry controls, as appropriate. – Manages a warden system according to policy. – Monitor and track personnel movement through TRIP system. – Acts as Duty Officer within the Security Section. – Performs any other duty as may be assigned by the PSA/CSO and or the Chief of Physical Security Unit.

Education
High school diploma or equivalent technical or vocational certificate is required.
Job – Specific Qualification
UNDSS Certification in Security Certification Program is required. Certification in the Armored Vehicle Driver Training with Mission Simulation and Risk Assessment is desirable Certification in Protective Security Surveillance Awareness Training is desirable. Certification in Aviation Security Operations is desirable.
Work Experience
A minimum of ten (10) years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in international relations, programme management, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas is required. At least two (2) years’ experience and exposure at the international level and in a conflict or post conflict environment is required. Prior experience in the coordination of activities related to the operation of UN Air Assets in a high-risk duty station is desirable. Prior experience in supervising a Guard Force Unit in a complex and high-risk duty station is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
