ABOUT THE JOB
overall aim of the Access Specialist post is that he/she will be responsible for supporting the day-to-day Access functions and oversight of the DRC Afghanistan Access Strategy Management function at the Country Office in Kabul while having the capacity to rove throughout the Country when/if required. This includes ensuring compliance with the DRC Afghanistan Mission Access tools, policies and approaches. Under the direct supervision of the Access and Advocacy Coordinator, the Access Specialist position will promote humanitarian access and coordination efforts. The main tasks will also include staff training on day-to-day negotiation, humanitarian principles and contributing to evidence-based access advocacy. The Access Specialist will work closely with other program and support Managers, Coordinators, and Field Staff to ensure a unified reporting information sharing on access constraints, enablers, and statistics. He/ She will regularly interface with other organisations and coordination Fora as relevant.
Responsibilities:
To achieve the overall and specific position’s objectives the safety assistant and Radio Operator will perform the following tasks and undertake the following responsibilities:
- Responsible for the communications of the operation area allocated.
- Collecting daily operation location reports from relevant team leader/s
- Convey messages in a timely manner to the relevant persons.
- Follow up the movement of the vehicles and staff at the operations area allocated.
- Maintain the HF and VHF radio system and safety mobile phone during operation time during in a week.
- Control the radio communications traffic; maintain radio discipline. Ensure use of correct radio communications terminology in every conversation.
- Ensure the availability of a duty driver 24 hours/7 days a week if required.
- Brief line manager, Area manger and head of safety immediately in the events of.
- Change in the security situation.
- Fire, theft, criminal act, assault, riot, involving DRC.
- Vehicle- or material breaks down involving DRC.
- Any other unforeseen urgent important matter.
- Priorities the action on messages and calls received according to the nature of urgency.
- Brief Kabul country office radio room about any vehicle convoys, staff movement, urgent messages and issues related to the radio room equipment at the end of daily business.
- Maintain levels of confidentiality and secrecy with regards to the information received on staff movements and operations.
- Keep irrelevant people out of the radio room, as sensitive information is held within.
- Ensure all vehicles return to their duty station or parked in the safe places.
- Track system will be monitored whenever DRC Units are deployed.
- Ensure DRC vehicle tracking devices are active before any movement is authorized.
- After receiving requests for movement by staff, assign a vehicle and log on the movement board for later reference.
- Radio logs will be enveloped and stored every calendar month.
- Make sure that all the messages that are received are being relayed immediately to addressees, by preference in hardcopy or email.
- Check the radio room email at least once per hour.
- The intern (radio operator) will take responsibilities of up-dating Microsoft Teams.
- Perform any other tasks as instructed by the line manager, area manager and Head of Safety.

- Report-writing ability.
- Ability to communicate with national and international staff.
Education/qualifications:
- High school or equivalent diploma from a recognized learning institution
- Bachelor’s degree will be preferred.
Languages:
- Verbal and written English, Pashtu and Dari.
