Job Summary
UNCDC is seeking the individuals for the position of QC Engineer. The incumbent will be part of the Project Support Team (PST). He/she will be responsible
to ensure the project is managed efficiently and achieves its operational objectives and deliverables. The incumbent will report directly to the Project Manager and plays an important role in developing UNCDC projects in designated infrastructure disciplines, including water, energy, roads, WASH and vertical structures, and monitors work progress, prepares reports and other key documents for the Project Manager. The incumbent plays an important technical role in the quality control, reporting, design, analysis; project development and data collection for UNCDC designated infrastructure activities. The QC Engineer’s tasks will be as follows:
Duties & Responsibilities
1. Assist the Project Manager to manage the field document control system for construction drawings, specifications, test and inspection reports, sub-contractor data and as-built drawings.
2. Develop and implement a comprehensive quality control plan preferably for WASH and vertical structure projects.
3. Collaborate with project stakeholders to establish quality standards and specifications.
4. Document inspection and test results, and maintain accurate records.
5. Review as may be necessary, all laboratory and field-testing of materials and equipment products needed to assure that the quality standards specified in the contract documents are met.
6. Maintain accurate documentation of all quality control activities, including inspection reports, test results, and non-conformance reports.
7. Identify any non-conformities or defects and recommend corrective actions.
8. Monitor the implementation of quality control processes and procedures by subcontractors.
9. Conduct regular inspections of construction activities to ensure compliance with quality standards and specifications.
10. Perform tests and measurements to verify the quality and integrity of materials and workmanship.
11. Provide guidance and advice to the Project Manager on significant changes to the work quality that have a direct impact on site operations.
12. Conduct audits to assess compliance with quality management systems and contractual requirements.
13. Provide guidance and support to subcontractors in implementing quality improvement measures.
14. Define quality control processes, procedures, and documentation requirements.
15. Collaborate with project teams to address quality-related issues and ensure timely resolution.
16. Provide timely assistance and direction on all matters related to the interpretation of the quality control testing and other matters related to contract compliance and progress of a project.
17. Communicate quality-related information to project managers.
18. Prepare quality control reports, including findings, recommendations, and corrective actions.
19. Identify opportunities for process improvement and enhanced quality control measures.
20. Any Other tasks assigned by project manager.
Job Requirements
Skills:
1. Sufficient knowledge of construction quality management, safety, construction codes and etc.
2. Proven experience as a Quality Control Engineer in construction projects, preferably in WASH and vertical structure projects.
3. Ability to work independently, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
4. In-depth knowledge of construction quality control processes, procedures, and standards.
5. Strong understanding of construction materials, methods, and techniques.
6. Experience in conducting inspections and tests to evaluate construction quality.
7. Proficiency in computer skills required, MS Office; along with publishing and presentation software preferred.
8. Excellent skills of CAD and modeling software(s) (Auto CAD, Civil 3D, 3D Max & REVIT).
9. Excellent skills of structural design and interior design software’s (SAP, SAFE, ETABS, Staad Pro V8i, etc).
10. Excellent skills of scheduling software(s) P6.
11. Attention to detail and a high level of accuracy in documentation and reporting.
12. Strong communication and interpersonal skills to collaborate with diverse stakeholders.
13. Proficient in using relevant software and tools for quality control and documentation.
14. Good command on national languages (Dari/Pashto). Have good command of English language both written and spoken. Candidates who do not have sufficient English language knowledge will be disqualified.
15. Excellent communication and reporting skills.
16. Highly self-motivated individual with a demonstrable ability to work under high pressure.
17. Accept responsibility and show initiative.
18. Must be flexible and willing to work for long hours in order to meet the deadline.

Qualifications:
1. B.Sc. degree in Civil Engineering with 3 years of relevant experience in handling UN-funded projects or overall experience of not less than 7 years in the field of vertical structure and WASH projects. Prior UN experience is highly preferred.
2. Knowledge and ability to interpret engineering drawings and implement the site works.
3. Adequate knowledge of UN rules, regulations, and procedures is highly desired.
