About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Project summary:

The aim this project is to enable vulnerable and at-risk farmers and gardeners in emergency settlements/settings and host communities to access quality agriculture related support in a safe and protective environment in Urgun districts of Paktika province. The Provincial Coordination Officer will be responsible for overall management of the agriculture program implementation including overall budgeting and internal control under director supervision of provincial manager/project manager. He/ She will regularly supervise the field team, coordinate closely with key stakeholder and donors, generate and develop the reports. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Job Description:

  • Lead and supervise the provincial team according the policy and work procedure of the organization.
  • Provide enough guidance to extension workers, Trainers, Gardeners, and Farmers to carry out the activities of the project based on their ToR.
  • Collaborate, set and review monthly targets and weekly work plans for project staff/ extension worker to ensure that the detail implementation plan is delivered and achieved on time within assigned scope and budget.
  • Take active role in community mobilizations/community sensitizations to increase community participation in project implementation through engaging them in activities and interventions.
  • Support team to select eligible farmers and gardeners as beneficiaries of the project to meet the project criteria.
  • Provide guidance and supervision support on the Farmer Field related activities.
  • Should also contribute and support the establishment and preparation of the gardens.
  • Prepare schedule of training program for the province where he/ she is responsible.
  • Liaise regularly with Provincial Agriculture Director of MAIL and other stakeholders.
  • Provide close collaboration on project’s activities with Provincial Agriculture Directors of MAIL especially DAIL extension unit and extension worker and contribute to build their capacity.
  • Hold regular team meetings with selected farmers/gardeners to discuss common experience and problems for current project and listen learn.
  • Provincial Coordinators support community elders or CDC in identifying members and farming Farmer Groups in collaboration with DAIL.
  • Regularly monitor Farmers and gardeners’ field activities.
  • Ensure all required farming and gardening materials provided and available for the project
  • Design and participate in field-based needs assessments and gap analysis including risk and vulnerability and farmers mapping assessment.
  • Establish and strengthen meaningful working relationship with project stakeholders such as donors, UN agencies, FSAC Cluster, government departments at provincial and districts level including PAIL, DAIL and DoEc, peer organizations working for affected population, and community members.
  • Support the Executive Team in provision of field assessment reports
  • Provide strong leadership, and direction to district level project staff to ensure the delivery of program targets.
  • Ensure the effective and donor-compliant management of the project budget through close collaboration with finance, supply chain and relevant departments.
  • Ensure that key project documentation is archived at provincial and field level, and field staff is aware of what needs to be kept and recorded.
  • Facilitate hand over process of project to relevant stakeholder and ensure that all required documents are provided according to the ACDO and stakeholder joint policy.
  • Ensure the internal controls in the fields of finance, supply chain, staff recruitment, selection of children is satisfactory and that fraud, corruption, nepotism and diversion is minimized.
  • Act actively in provision of items and closely monitor distribution process of fruit trees for the farmers, Spade, Raka, and Hoe to the farmers, DAP and Urea to the farmers
  • Develop and work on pre assessment, weekly, monthly, and quarterly report + project final report from the field.
  • Any other related task as assigned by line manager /or Senior Management Team (SMT).

Job Requirements:

Qualifications:

  • Minimum Bachelor’s degree in Management, Agriculture, or Horticulture.
  • Master degree with 3 years of relevant experience, or Bachelor degree with 4 years of relevant experience.
  • Experience in the relevant or similar position in humanitarian projects is required.

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines
  • Strong leadership, people management, report writing and communication skills
  • Experience in capacity building and training of staff
  • Well- report writing skills
  • Experience in needs assessment, project monitoring and evaluation, and program development
  • Good knowledge and experience in Afghanistan Agriculture system/context.
  • Experience in coordination with government authorities, communities, donors and beneficiaries

Language skills:

  • Fluent oral and written skills in English, Pashto and Dari
