ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of the population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihood.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled-up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programs across the country, ensuring that the program is delivered at the right scale and time, and targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots while guaranteeing quality and maximum impact of the program through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
Reporting to the Head of Operations Support, the purpose of this assignment is to lead and manage WFP Afghanistan’s digital delivery solutions, and identity management (IDM) and contribute to effective, efficient, and transparent program delivery. The incumbent will be leading the SCOPE team based in the Country Office and providing regular support to Field offices.
KEY ACCOUNTABILITIES (not all-inclusive)
Based on the CO, the Programme Policy Officer will be leading the SCOPE team in providing a strategic vision for the overall implementation of SCOPE digital delivery solutions. Business needs analysis, standardization of processes for increased efficiencies, and close coordination with the field office are among the key responsibilities.
Key responsibilities include but are not limited to:
- Develop and implement a strategic plan for the digitalization of assistance for the Country Office incorporating assurance standards.
- Initiate, lead, and manage WFP Afghanistan’s digital delivery solutions for enhanced program delivery including the expansion of SCOPE to cover all the modalities, Secure Data transfer solutions, and Integration with SugarCRM.
- Led and managed the implementation of SCOPE in Afghanistan and ensured its institutionalization in WFP’s programs including cash-based transfers, in-kind, and commodity vouchers to cover all the modalities entirely.
- Support the development of functional work plans, ensuring compliance with wider WFP policies, standards, and strategies; and continuously improve guidelines, Standard Operating Procedures, processes, and procedures of business relationship management and Business Analysis
- Develop operational partnerships and maintain established strategic partnerships around the use of SCOPE by external partners including UN agencies and identify opportunities for collaborative approaches and initiatives.
- Contribute to the discussions around social protection programs and collaborate efforts towards the creation of a social registry of vulnerable populations with other stakeholders.
- Regularly perform data analysis to support program implementation and informed decision-making.
- Closely work with CO Protection to ensure personal data protection and privacy of personal information of beneficiaries that shall include the rollout of secure means of PII sharing, data minimization, and awareness training to CPs and Area Offices around handling PII according to WFP’s guide to personal data protection and privacy.
- Active coordination with the Digital Delivery Solutions team of the regional bureau and HQ as well as the SCOPE service desk for troubleshooting and resolving issues.
- Lead and support the team to manage deduplication across modalities and maintain a duplication rate of below 5%.
- Provide regular support to field offices on registrations, deduplication, and transfer management and ensure quarterly visits to field offices.
- Support field offices, cooperating partners, and financial services providers in terms of capacity building around the use of SCOPE, quality data collection, and compliance with WFP standard operating procedures.
- Develop and implement unit succession planning to enhance the capacity of the team and as a preparedness measure to ensure business continuity in instances of staff turnover.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced university degree in the fields of international development, public administration, business administration, or any other relevant field.
- Or first university degree with additional specialized training and an additional two years of most related professional work experience.
Minimum Work Experience:
- At least 5 years of continuously progressive experience in the field of international development, humanitarian assistance, project management
Desirable Work Experience:
- Has experience in planning and rollout of digital solutions.
- Has substantial experience in data analysis, project management, business management, and business modeling.
- Has substantial professional experience in producing comprehensive standard operating procedures, project documents, and implementation plans.
- Has led a large team to ensure the effective delivery of objectives.
- Substantial experience with data visualization tools (Tableau, Power BI).
Knowledge & Skills:
- Possession of a combination of broad business skills coupled with familiarity with management information systems.
- Advanced computer skills in Word processing, Excel, PowerPoint, and typing English/Pashto/Dari.
Languages:
- Ability to write and speak in English, as well as Pashto and Dari.
