JOB SUMMARY: 

Under the supervision of the WAW Regional Manager. The Program and Operation Coordinator is responsible for the management and overall execution of the program in both regions of the N/NE and undertakes duties related to coordination, monitoring, and advocacy on behalf of WAW, expected to be fully engaged with local authorities and humanitarian partners in the provinces to promote the protection and assistance to UNHCR persons of concern, namely conflict-induced IDPs and refugee returnees.

Moreover, the Program and Operation Coordinator will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist in the achievement of the CBPM Project objectives serving PoCs in the North & Northeast regions. S/he will ensure high-quality programming and continuous work towards improving the impact of all components of the UNHCR projects, including the PSS activities in the North & Northeast regions.

ROLES AND KEY RESPONSIBILITIES:

  • Develop good cooperation with WAW departments, donors, authorities, stakeholders, institutions, and other NGOs at the regional level.
  • Promote an attitude of team spirit, and a strong focus on quality, and keep updated with issues related to the project and the environments in the N/NE regions.
  • Preparation and arrangement of monthly, quarterly, and annual plans per the general plan to achieve the project-set goals/targets.
  • Responsible for the administrative support of the N/NERs offices, including scheduling meetings and preparing written communications, including generating meeting minutes, compiling weekly/monthly reports, correspondence, forms, and operating procedures.
  • Collaborate in pursuing orders, letters, and relevant project documents for the north and northeast regions.
  • Oversee and ensure an adequate and appropriate filing system is maintained for community-based protection monitoring projects in the north/northeast regions.
  • Supervise the work of the field and program staff and provide regular feedback to enhance the quality of work and achievements in the regions.
  • Support the implementation of UNHCR programs in the province by addressing technical issues with authorities, monitoring the programs, and supporting the whole team in field and protection monitoring visits.
  • Ensure that all operation/program activities are carried on in an appropriate and cost-effective and the activities foreseen in the project are conducted in adherence to humanitarian principles and confidentiality.
  • Establish and maintain congenial relationships with relevant governmental and non-governmental actors.
  • Builds and maintains effective relationships with team and colleagues, approachable and supportive with developed listening skills.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues and report them to inform adjustments to plans and implementation schedules.
  • Represent the organization with donors, INGO working groups, the UN, relevant local partners, and relevant local government and community actors.
  • Coordinate activities required to ensure the financial, material, and human resources for the quality implementation of the project. Conduct periodic budget reviews with the Regional Manager and follow up with relevant depts. on the timely submission of financial reports to facilitate proper tracking of resource use.
  • Identify staff capacity needs and technical assistance needs of provincial colleagues and contribute to capacity strengthening and required interventions to support quality project implementation.
  • Assist with the preparation of trends analysis reports and disseminate results.
  • Review project documentation to ensure the project file is complete with all required documentation and is filed per agency and donor requirements.
  • Any other tasks are given by the Regional Manager and SMT.

Job Requirements:

  • Bachelor’s Degree required. A master’s degree is strongly preferred.
  • Minimum of six years of relevant work experience
  • Staff supervision experience is required.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Ability to manage monitoring, evaluation, accountability, and learning systems (MEAL).
  • Experience analyzing data and drafting program reports is required.
  • Additional experience may substitute for some education.
  • Good knowledge of general operational principles
  • Fluency in English and Dari and/ or Pashto, both written and spoken
  • Computer skills at the operation level, mainly with MS Office Packages
  • Ability to work effectively both independently and within team.
