Sustainable Goals Organization of Afghanistan (SGOA) is a non-governmental, non-profit, and non-political organization. Founded with the primary objective of providing quality healthcare, and social services, and promoting equal access to development and humanitarian assistance within communities, SGOA is dedicated to delivering exceptional humanitarian services, particularly in challenging and remote areas of the country.
SGOA was officially established on 2020/10/21 and is registered with the Ministry of Economy of the Islamic Republic of Afghanistan. SGOA operates within the framework of the country’s constitution and holds the Ministry of Economy registration number 5042. Additionally, SGOA is recognized and registered with various humanitarian clusters, including WASH, Education, ES/NFI, Protection, Nutrition, and FSAC Clusters. The organization is a verified partner of the UN-OCHA Humanitarian Access Group (HAG). Furthermore, SGOA has the distinct privilege of co-chairing the FSAC cluster in the southern region of Afghanistan, a testament to its dedication to humanitarian work. Currently, SGOA proudly collaborates with reputable international organizations such as UNDP, and UN-WOMEN.

Job Description:
The Operations Officer will play a pivotal role in the successful implementation of a United Nations Development Programme (UNDP) project implemented by the Sustainable Goals Organization for Afghanistan (SGOA). This project aims to address development challenges in the region, and the Operations Officer will be responsible for ensuring efficient project operations and logistics. This role involves overseeing procurement, supply chain management, administrative functions, and compliance with UNDP’s operational guidelines.
Job Requirements:
Work closely with project managers to plan and implement operations effectively.
Ensure that operational activities align with project goals and timelines.
Coordinate logistics for project activities, including procurement, transportation, and distribution of resources.
Manage inventory and ensure the timely availability of materials.
Collaborate with finance teams to manage and monitor project budgets.
Identify cost-effective solutions and contribute to financial reporting.
Oversee contracts with vendors and service providers.
Ensure compliance with contractual agreements and delivery of services.
Identify potential risks to project operations and develop risk mitigation strategies.
Implement measures to address and minimize operational disruptions.
Establish and implement quality assurance processes for project deliverables.
Monitor and evaluate the performance of operational activities.
Collaborate with internal and external stakeholders, including government agencies, partners, and local communities.
Facilitate communication and coordination among project stakeholders.
Provide training and support to project staff on operational processes and best practices.
Enhance the capacity of team members to effectively execute operational tasks.
Environmental and Safeguard Responsibilities:
Conduct and oversee environmental impact assessments for project activities.
Develop strategies to minimize and mitigate adverse environmental effects.
Ensure compliance with environmental regulations and standards.
Monitor project activities to prevent or address environmental violations.
Implement social and environmental safeguard policies as per organizational and regulatory requirements.
Develop and maintain documentation related to safeguarding compliance.
Engage with local communities to understand their concerns and incorporate feedback into project planning.
Facilitate community awareness and participation in environmental and safeguard initiatives.
Establish monitoring mechanisms to track environmental and social indicators.
Prepare regular reports on environmental and safeguard performance for internal and external stakeholders.
Develop and enforce health and safety protocols for project sites and operations.
Conduct training programs to promote a safe working environment.
Coordinate environmental audits and inspections to ensure compliance.
Address findings and implement corrective actions.
Maintain accurate and comprehensive records of environmental and safeguard assessments, actions taken, and compliance documentation.
Advocate for environmentally sustainable and socially responsible practices within the organization and the broader community.
A bachelor’s or master’s degree in business administration, operations management, or a related field.
Professional certification in procurement or operations management is highly desirable.
A minimum of [6] years of experience in operations and logistics management, preferably in a development or humanitarian context.
Profound knowledge of procurement regulations and compliance requirements, including UNDP operational guidelines.
Proven experience in procurement, supply chain management, and logistics.
Strong organizational and problem-solving skills, with an attention to detail.
Proficiency in operational and logistics software and tools.
Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
Knowledge of the local context, culture, and operational challenges in Kandahar, southern Afghanistan.
Fluency in English and Dari/Pashto, both written and spoken.
Commitment to the principles of efficiency, transparency, and ethical operations management.
