Job Description:
General Position Summary
Under the supervision of the HR Manager, the HR Officer is directly responsible for the high and qualitative processes of the full cycle of the selection process to the hiring of new Mercy Corps Team members. The success of the Mercy Corps recruitment process depends on the HR Department’s ability to source highly experienced and right people for the right job in an effective, fair, transparent, and diverse approach. Talent Acquisition is the strategy and ongoing process of attracting quality talent to Mercy Corps, by identifying, acquiring, assessing, and sourcing the right candidate. Recruitment is the continued process for the final selection where the responsibility of the HR Officer is to ensure that all processes and procedures comply with all Mercy Corps policies, rules, and regulations. The HR Officer will work to prepare the process with hiring managers from all departments in the recruitment process to understand the steps.
Essential Job Responsibilities
General
- Ensure qualitative completeness of all processes against set delivery standards.
- Responsible for reviewing/auditing the Personnel and Job Files and making sure the archive is up to date and all the Personnel files and Job files are recorded properly both in hard and electronic copy.
- Make sure the HR database, HCM, and Leave trackers are updated and maintained properly.
- Make sure that the team members’ probationary and annual performance evaluations/reviews are completed as scheduled.
- Maintain annual holiday schedule including determination of exact holidays in advance of the holiday (as possible) and inform all team members.
- Oversee the clearance of terminated employees (team members) as per MC Afghanistan policies and procedures, and maintain the files of the terminated team members.
- Responsible for the orientation of all new staff on Mercy Corps Afghanistan systems, policies and procedures, and arrangement of induction training with other departments for the new arrivals.
- Execute full lifecycle talent acquisition/recruitment activities for multiple disciplines and levels of positions activities in line with the set recruitment process and applicable staffing plans for Mercy Corps Afghanistan.
- Receive Personal Requisition Form PRF & Position Description, take the approval of CD, and ensure the documents are properly prepared and approved by the HR Manager, Finance, and Program.
- Make sure all MC policies and procedures, as outlined, are adhered to by all MCA team members.
- Maintain professional and personal conduct that upholds MC’s humanitarian goal and brings honor to the organization.
- Assist the HR team with the monthly payroll required documentation (reviewing and uploading the support staff timesheets, overtime, and leaves in the Databases).
- Make sure each existing team members and newly hired team members have the MCA ID Cards.
- Make sure the work permits of the team members are obtained and maintained properly.
- Other tasks assigned by the HR Manager, HR related.
Strategy and Planning
- Support the HR Manager in successful implementation, adherence, and common understanding of the National Staff Handbook and other HR policies.
- Support the HR Manager to ensure that controls are put in place to allow for transparent and unbiased HR processes and systems.
- Develop strategic relationships with strategic hiring sources (e.g. colleges, universities, networks, and associations working for women and minorities) ensuring awareness of MCA as a destination employer in assigned MC offices.
- Ensure a proactive and sustainable recruitment planning system is in place
Department Management
- Work closely and collaborate with other Mercy Corps departments: MEL, Finance, Programs, Operations, Procurement, and Security to ensure proper HR is functioning according to internal and the donor’s policies and procedures.
- Leadership and Team Management
- Managing the staff of All programs by exemplifying a collaborative and professional team culture.
- As an integral member of the senior leadership team, participate in the development and implementation of organization-wide goals and decisions.
- Coach and develop the capacity of the team, deepen understanding of their roles, and assist with career development.
- Assist team members with information, tools, and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
