ASLO is an Afghan non-governmental, non-political, non-profit, and non-partisan organization and has the status of a legal entity. The organization was informally established in 2012 and was officially registered with the Ministry of Economy of the Islamic Republic of Afghanistan in 2013.

Job Description:

  • Develop and implement HR strategies and initiatives aligned with the overall ASLO strategy.
  • Support current and future ASLO needs through the
    development, engagement, motivation and preservation of human capital.
  • Manage the performance appraisal process that drives high performance.
  • Maintain pay plan and benefits program.
  • Keeping the individual files up to date.
  • Maintaining and managing the HR records and documents, developing the database.
  • Scheduling meetings and interviews as requested.
  • Announce all potential positions and collect their CVs.
  • Tracking leaves, and disseminating leaves to staff.
  • Prepare the new employment contracts; contribute to exchanging information in accordance with the HR procedures.
  • Staffing, implementation of selection process.
  • Motivation and individual interests’ performance.
  • Reporting, teamwork, Global competition, employee training, and development.
  • Prepare, and update all national staff monthly staff lists and payrolls with proper available and current grants/department allocations for Checking and submit to the finance department for salary payment.
  • Ensuring confidentiality of HR matters at all times.
  • Prepare the Candidate’s Evaluation Sheet (Long/Shortlist) for all announced positions.
  • Implement recruitment procedures as laid down in the staff handbook for the positions and keep records of all recruitments.
  • Provide job offers and contracts to the selected candidate and give orientation to newly hired staff.
  • Ensure the implementation of all approved policies including the National Staff Handbook.
  • Ensure HR policies are introduced as required and staffs’ understood and acknowledged.
  • Arrange interview committee for written test and oral test.
  • Make a separation checklist for staff before the last payment.
  • Complete exit evaluation upon separation of employee.
  • Continue to follow up and check local staff attendance sheets and give feedback for any tardiness or absentees to the line manager.
  • Maintain HR office files in a proper way and keep records of all correspondences.
  • Prepare certificate of services for all staff at the end of employment with ASLO.
  • Provide monthly report (eg. Leave record, newly hired, separated staff, etc.)
  • Any other duties which are given by the general director.

Job Requirements:

  • Graduate level in HR/Management/Business/ BBA degree (Essential)
  • An MBA and any other graduate degree in HR and general management will be preferred.
  • At least 4 years of experience in the same field with national and international NGOs (Essential).
  • Communication skills and strong local language correspondence skills. Particularly in fluency in English, Dari, and Pashtu, speaking /writing skills are required.
  • Ability to write logical, clear, and concise reports.
  • Able to work overtime or holidays required by the supervisor or program need, or any other tasks which need to be completed as per organization need basis to related department.
