Job Summary

UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and the rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other UN agencies, UNDP supports the Afghan people’s aspiration for peace, prosperity, and sustainability.
The political change of 15 of August has created new conditions, subsequent international sanctions, and a sudden stop of international aid flows. Since the takeover of the Taliban, the Afghan civil society has suffered greatly from the dire economic, social, and political situation. Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) play a vital role in promoting development, providing inclusive and critical basic services, strengthening local community action and ownership, and responding in swift and flexible ways to the needs of the population in Afghanistan. NGOs provide a critical voice for Afghans, are a pathway to expedited and targeted service delivery, and enhance social cohesion and local ownership of the development process, both vital to sustainability and security. Specifically, CSOs and NGOs are particularly important for delivering services to Afghan girls and women.
The UNDP project (Afghanistan NGOs/CSOs Capacity Support Project (NCCSP) aims to support NGOs/CSOs in the short to medium term and enhance their capacities to strengthen local networks, empower, and integrate community members, especially the most vulnerable, including women and girls. Under the project, 210 NGOs were supported with Low Value Grant (LVG) of $50,000 each.
Scope of work:
The incumbent will undertake the following tasks to ensure the success of the project:
Duties & Responsibilities
Institutional arrangement: Under the overall guidance of the NCCSP Project Manager and supervision of the Administrative and Finance Specialist, the Financial Monitoring Officer will monitor if the LVGs to NGOs were utilized according to approved proposal. All financial transactions, procurement processes, HR processes and any other transactions related to this grant need to be verified.
The incumbent will undertake the following tasks to ensure the success of the project:
• Plan and execute comprehensive financial monitoring of expenditures statement, operational processes, and internal controls to assess the NGOs effectiveness and identify potential risks.
• Develop financial monitoring procedures based on NGOs policies/public sector accounting standards established standards and best practices.
• Gather relevant documentation to gain a deep understanding of the organization’s processes, systems, and policies.
• Evaluate the adequacy and effectiveness of internal controls and its impact on the financial transactions of the NGO.
• Perform data analysis and interpret financial information to identify anomalies, trends, and areas requiring further investigation.
• Prepare detailed financial monitoring reports outlining findings, recommendations, and draw conclusion on funds utilization.
• Present financial monitoring findings to project management unit, highlighting areas of concern and providing the status of verified funds utilization by NGOs.
• Collaborate with project M&E specialist and regional M&E officers to collect the areas of concern identified during their visits to these NGOs.
• Monitor that the NGOs’ financial activities are in line with approved proposal and budget.
• Gather sufficient appropriate supporting documents for the expenditures incurred against the LVG agreement with NGOs.
• Verify that procured goods and services have been reached to beneficiaries appropriately in accordance to approved proposal.
• Verify that any changes to budget and proposal is approved by UNDP very well in advance before implementation of the potential changes.
• Review the NGOs payroll and confirm that all salaries are in line with approved proposal, like the number staffs hired, amount of salary paid to each staff and time for which the staffs’ salary is charged to project is within the valid period of LVG agreement.
• Review the bank statement of the NGOs and confirm that the payment expenditures are reflected accordingly.
• Review the procurement processes conducted for procurement of goods and services under the LVG agreement and testify the best value for money.
• Review various administrative processes to testify the internal control mechanism in placement and report the finding to project management unit.
• Willingness to travel, when required.
Knowledge sharing, monitoring, Communication, reporting
• Systematically and strategically share experience and lessons learnt from the Financial Monitoring activities with the PIU.
• Collects lessons learned and case examples to facilitate general understanding of the LVG implementation by NGOs.
• Prepare and maintain good record of cases to be pre observation for financial monitoring of other NGOs.
Job Requirements
Experience and Skills:
Chattered Certified Accountant (ACCA) with bachelor’s degree in business administration (finance & accounting) or any other related field.
Experience and Skills:
Minimum of five (05) years relevant experience with master’s degree in finance, auditing, accounting and (09) years relevant experience with a bachelors’ degree in finance, accounting, auditing.
• A minimum of five years of relevant experience in auditing, finance and accounting with UN Agencies, INGO, NGOs, or public sector.
• Experience working for NGOs, CSOs, UN Agencies, or the WB is required.
• Experience in client management and implementing audit procedures.
• Good communication experience with people from different backgrounds and positions, as well as with local and national stakeholders and authorities.
• Demonstrated extensive experience in working with grassroots organizations, NGOs and civil society is required.
• Proficient use of MS Office (Word, Excel, PowerPoint, etc.) and the internet is required.
• Practical experience in the field of financial monitoring is required.

Language Requirements:
Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
