Purpose Of The Job:
The Finance Officer position aims to ensure smooth implementation and monitoring of NRC’s financial management.
To ensure quality and transparency, the position holder will act and align all finance-related assignments according to policies, Standard Operation Procedures (SOPs), and donor requirements.
The Finance Officer will actively support field-based finance staff to comply with NRC and donor guidelines.

Generic responsibilities:
- Ensure adherence to the Financial Handbook, NRC policies, and donor and auditor requirements.
- Implement NRC’s financial systems, routines, and procedures.
- Maintain overall budget control and monitor cash flows.
- Management of financial team.
- Training of line managers and staff with financial responsibilities.
- Provide regular analysis and reports.
- Implement anti-corruption policy.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
- Development of holistic and needs-based programs, including cash-based interventions and marked-based programs.
Specific responsibilities:
- Accountable for verification of payments to contractors, & other payments as stipulated in the contract/agreement(s) & in line with NRC financial policies and procedures.
- Maintain all financial records properly (hard copy and soft version).
- Verification of per-diem, overtime, travel, and other allowances.
- Prepares and arranges Hawala agent, money exchanger, and mobile money for transferring money to the NRC office, and beneficiary payments.
- Responsible for verification of all purchase requests and cash advances.
- Monitor, check, and post invoices and postback daily at the Saripul Field Office.
- Responsible for cash counts, reconciliation, pending checks, and reporting to the Support Office every month.
- Establish control for the prevention of waste, fraud, and mismanagement.
- On-time reporting of taxes to the Support Office for payment to the government.
- Responsible for correction of errors in reports as and when necessary.
- Shall participate in all suppliers’ bidding selection committees.
- Induction training to newly hired staff when needed.
- Monthly reporting to the Finance Coordinator related to finance section activities.
- In coordination with Project Managers prepare bimonthly forecast and process for final approval.
- Ensure the inclusion of cash-based interventions and marked-based programs in country and area-based strategies and their implementation across and within NRC’s core competencies
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
- Request the Support Office to transfer the money from the Support Office to the Saripul office.
- Coordinate and liaise with programs on the implementation of integrated activities related to the finance department.

- Experience working as a Finance in a humanitarian or recovery context.
- Previous experience from working in complex and volatile contexts

- Fluency in English, both written and verbal
- Experience in web-based financial software

Context/Specific skills, knowledge, and experience:
- Bachelor’s or Master’s Degree in Economics, Accounting, Business Administration, Business Management or Financial Management.
- Minimum 3 years of progressive experience in a similar role preferably with international NGOs and UN agencies.
- Knowledge of security context in the northern region.
- Strong computer skills (proficiency in Microsoft Office and Microsoft Excel is mandatory).
