OHPM is committed to promote the lives of communities through provision of comprehensive and standardized health, education and development services; conducting trainings, researches, surveys and evaluations independently and/or collaboratively at local, national and international levels that would ultimately result in a sustainable well-being and self-reliance of vulnerable communities /age groups (Especially of the women of reproductive age and under five children).
OHPM selected by the UNICEF and is responsible to delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in Khost, Parwan, Panjshir, Zabul, Nimroz and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, OCHA, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.
Job Description:
- Preparing Weekly, monthly and quarterly action plan progressive reports according to the BPHS/EPHS work plans and ensure the timely implementation
- Manage the overall financial management; maintain the operating cash log (Cash book) and the “cash on hand” in the safe place.
- Prepare monthly and quarterly financial report of the projects.
- Assist project manager in financial management of the projects.
- Prepare the payrolls and keep track of all cash transaction, as well as maintain an updated cash account at all time.
- Prepare payment vouchers prior to any payment, check and attach all supporting documents to the payment voucher.
- Control the balance of the cash log every day, in the morning and prior to the closure of business.
- Prepare the cash reconciliation on a daily basis. (The reconciliation should have shown (i) outstanding advances, (ii) un-posted vouchers, (iii) cash-in-hand.
- Prepare bid analysis and handover it to the logistic and admin manager.
- Manage the organization financial procedures and completeness of documents at the project level.
- Make entry in Quick Books software pro- edition and produce detailed reports of profits and loss (by job, by class, etc.) trail balance, balance sheet, case books and expenses summary.
- Check, edit and consolidate the overall project account, on a daily monthly and quarterly base.
- Reconcile the cash, bank account, and advance in a monthly base.
- Submit monthly invoices / reports to the OHPM’s main office or donors for reimbursements and settlement of financial expenditures.
- Manage OHPM’s financial procedures and completeness of documents at the project level.
- Coordinate with donors and senior management of OHPM on finance related matters.
- Facilitate the conduction of annual and project audits, for internal and/or external auditors.
- Monitor and follow up the budget of project financial activities in a monthly base.
- To perform other tasks required by the line manager, supervisor.
Appraisal and contract extension:
Appraisal will be performed by Head Quarter team on monthly, quarterly or annually base as per OHPM management team decision.
Job Requirements:
- Afghan National
- Bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan or other countries.
- At least 10 years full-time experience in accounting and finance. Training in Financial reporting and training in software (e.g., QuickBooks)
- Demonstrate computer skills (Ms. Office Packafge)
- Excellent written and verbal communication skills in English language and fluent in a local language;
- Good communication and presentation skill.
- Having proper leadership skills
- Be able to travel all districts/health facilities as well as outside of province
