Job Description:

The Environmental, Social Health, and Safety (ESHS) officer is overall responsible for undertaking the implementation, monitoring, and reporting of ESHS measures to ensure compliance with the ESHS requirements. Ensure implementation of the Environmental and Social Commitment Plan (ESCP) and the ESHS instruments including the Grievance Redress Mechanism (GRM) and the Rapid ESHS Assessment in all HFs of the targeted province.

A good relationship with relevant internal Departments/coordinators and relevant partners.

 

Responsibilities:

 

  1. General:
  • Act according to the policy of the SAF
  • Keep confidential issues related to SAF
  • Develop a Spirit of cooperation and understanding among members of the team
  • Follows SAF’s established policies /SOPs, procedures, and objectives; continuous quality improvement initiative works/ performance.
  1. Specific responsibilities:
  • Prepare and/or update health safety social and environmental management plans, review them regularly and keep them up to date at all times.
  • Advise and instruct project staff, contractors, consultants, and other stakeholders on various safety health social, and environmental-related matters correlated to HER2 project implementation.
  • Support the Project Manager, Technical managers, and other supervisors in raising awareness on health and safety issues among project staff, contractors, and other stakeholders.
  • Conduct risk assessment and enforce preventative measures on ESHS.
  • Initiate organize and conduct ESHS, PSEA/gender, and GRM training for the project team.
  • Inspect work sites and the work of personnel regularly to identify issues or non-conformity and enforce necessary actions where unsafe acts or processes that seem dangerous or unhealthy for staff and organization are detected.
  • Oversee installations, maintenance, and disposal process of waste and use of relevant equipment, etc… to ensure they are done in conformity with Afghanistan’s applicable laws and MoPH, UNICEF, WHO, and SAF best practices.
  • Record and investigate incidents to determine the cause and to propose improvements to mitigate and prevent in the future.
  • Prepare reports on incidents and compile statistical information to present to upper management on ESHS matters.
  • Ensure a safe workplace environment is maintained at all times without risk to the health and safety of everyone including staff other stakeholders and the general public.
  • Ensure that all Health & Safety policies procedures rules and regulations are adhered to and are regularly reviewed updated and communicated.
  • Ensure the contractor meets its statutory obligations in all areas of health safety and welfare at work including statutory training and reporting.
  • Ensure that safety inspections risk assessments working procedures are managed and that contractors and employees are aware of their responsibilities concerning health and safety issues.
  • Provide reliable, accurate, and timely information and support to HER project manager, Technical Manager, and SAF main office for planning and decision-making purposes
  • Provide technical assistance and active involvement in certain project-level assignments at the provincial level
  • Ensure effective teamwork and coordination with project staff and the provincial PPHD team.
  • Participation in all relevant meetings at the central and provincial levels if required
  • Submission of ad hoc/emergency and monthly reports as per SAF and UNICEF requirements like GRM, sexual abuse, adverse events, etc.
  • Supporting other staff/ supervisors to ensure that the performance of the HER2 Project is acceptable to donors
  • Tracking of all grievances and sexual abuse and gender issues at the HFs and provincial office level
  • Responsible for maintaining effective coordination with PPHD, relevant government authorities’ communities, and project staff
  • Perform any other task assigned by the line manager.

Key Selection Criteria and Job Requirements:

  • Bachelor’s degree in environmental science, social science (or a related field) and 4 years of professional relevant experience inclusive of managing gender-based violence and waste, grievance redressal, familiar with Microsoft Office package and report writing. Knowledge of Afghanistan’s Environmental and Social Legislations and frameworks
  • Excellent language skills in English, Dari, and Pashto.
  • Very good computer skills, MS- Office Package (Word, Excel, Access, and PowerPoint)
  • Excellent environmental situation analytical skills.
  • Ability to perform multiple tasks simultaneously.

Job Requirements:

  • Bachelor’s degree in environmental science, social science (or a related field) and 4 years of professional relevant experience inclusive of managing gender-based violence and waste, grievance redressal, familiar with Microsoft Office package and report writing. Knowledge of Afghanistan’s Environmental and Social Legislations and frameworks.
