UNDP has launched a “Digital Solutions for Recovery” project in 2024 to pilot and promote digital solutions for recovery in Afghanistan, aligning with UNDP’s 2022-2025 Strategic Plan recognizing digitalization as a critical enabler, in collaboration with the private sector, civil society organizations (CSOs), and development partners. The project builds on past digitalization, community empowerment, and inclusive economic development initiatives. It serves as a starting point for UNDP’s longer-term objectives, including:
· Analysing and aligning private sector workforce requirements with a pool of highly qualified personnel to strategically map skills and expertise.
· Implementing digital courses for young individuals, providing them with practical skills in ICT and access to internship and job opportunities.
· Promoting the startup ecosystem by creating an enabling environment for innovation, offering supportive infrastructure, resources, and networks to empower emerging businesses and contribute to overall entrepreneurial growth.
The Digital Inclusion Associate will work in close coordination with the UNDP “Digital Solutions for Recovery” project and will be responsible for providing technical support to design and implement digital interventions within the project. S/he works under the guidance and supervision of the UNDP “Digital Solutions for Recovery” Project Manager and in close collaboration with team members. The incumbent will also work closely with partners, UN Agencies, technical advisors and experts, and civil society to help implement project activities in on promoting digital inclusion.
His/her main responsibility is to collect data from the field and survey, plan, design digital inclusion related projects and then monitors projects on the field. S/he will assist in coordinating between UNDP and stakeholders on implementation of the activities expected on digital inclusion. The incumbents will be assisting the UNDP “Digital Solutions for Recovery” project in coordination with project implementation on digital related activities. The incumbents will be responsible for providing full support in implementation of the UNDP “Digital Solutions for Recovery” project digitalization activities and necessary technical assistance will be provided from the project.
Duties & Responsibilities
The Digital Inclusion Associate will undertake the following to ensure the success of the project:
1. Develop questionnaire for conducting assessment of digital inclusion and mapping main stakeholders in Afghanistan.
2. Mapping relevant stakeholders that create an inclusive digital ecosystem and leverage all possible opportunities in Afghanistan, including mapping educational institutions, private sector companies, etc.
3. Conducting needs assessment among the private sector companies on qualified personnel on digital and innovation field, as well as providing a comprehensive report with the identified areas and preparing recommendations for the educational institutions.
4. Conducting a comprehensive, gender sensitive digital inclusion assessment in Afghanistan.
5. Strategy development to foster meaningful connectivity (i.e. grounded in social values and ethics) and bridge the digital divide.
6. Positive deviance analysis to think of pathways even fragile contexts.
7. Expert mapping by identifying the relevant set of experts and private sector partners and building network with the right domain expertise.
8. Organize a quarterly meetings or roundtables on digital inclusion.
9. Advocacy and content development by co-editing case studies advance digitalization in Afghanistan.
10. Conduct monitoring of project interventions related to digital skills development, internship, freelancing and skills development.
11. Regular visit will be required within selected project sites identified on digitalization.
12. Perform any other duties as required by the supervisor.
Institutional arrangement: The Digital Inclusion Associate will work under the supervision and guidance of the “Digital Solutions for Recovery” Project Manager and in close collaboration with project team.
Payment: Monthly bases
Duration of the assignment: 7 months (June to December 2024)
Duty station: Kabul city, Afghanistan.
Travel Cost and DSA: The salary is inclusive of telecommunication, DSA and Travel expenses.
Job Requirements
Experience and Skills:
Bachelor’s degree in management, computer sciences, information and communication technologies, digital inclusion, economics, social sciences, or related fields.
Experience and Skills:
• Minimum of 1 – 3 years with bachelor’s degree of relevant experiencein the field of digital inclusion, with a focus on addressing digital divides, digital literacy, and technology access in diverse settings, including crisis contexts.
• Proven experience in conducting assessment and analysis of digitalization and innovation related activities, particularly on digital inclusion.
• Direct working experience in the area of innovation, digitalization and partnership with related stakeholders and private sector companies is a must.
• Ability to organize and conduct trainings and presentations in online workshops and seminars.
• Strong knowledge and understanding sub-national institutional contexts of Afghanistan in terms of promotion of innovation and digitalization.
• Previous experience of working with international organizations, NGOs and private sector companies is an asset.
Competencies:
• Strong interpersonal, digital and communication skills.
• Good oral and analytical communication and writing skills
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Knowledge of programming softs is a strong advantage.
• Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships.
Language Requirements:
Proficiency in written and spoken English and fluency in local languages, Pashto and Dari is required.
