Background:

Access to drinking water, sanitation, and hygiene are among the fundamental human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 30% and 35% of rural inhabitants do not have access to at least basic water supply and sanitation services respectively, while 11.4% still defecate in the open (IE&LF 2020). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). The WASH sector and its partners put all their efforts into attaining the SDGs for WASH by the provision of WASH services, coordination, policy development, and implementation of the WASH projects. UNICEF as the main supporter for the WASH sector in the country has been continuing its assistance under various circumstances to sustain the past achievements and provide services for children and women of the country.

Community Led Total Sanitation (CLTS); a tested approach in the country, has been scaled up with UNICEF support and is being implemented in all regions of the country successfully. Provincial teams in each of the target provinces with UNICEF support have still been implementing the projects, trying to contribute to the overall WASH goal and attain SDG # 6.2.

UNICEF continues to support a team of extenders to achieve open defecation-free communities in Afghanistan and ensure that more people gain access to safe sanitation.

The CLTS facilitator will be facilitating sessions with communities in realizing the negative hygienic and sanitary behaviors replaced with positive ones using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities, undertaking follow-ups from the communities, conducting hygiene education sessions for the villagers, recording day to day progress made by villagers in their village and reporting to his/her supervisor and assisting the CLTS supervisor in arranging and facilitating ODF verification, certification and declaration ceremonies at the district and village level

Job Description:

  • Attend a full course of CLTS training at the central or/or provincial level
  • Facilitate sessions with communities in realizing the negative hygienic and sanitary behaviors replaced with positive ones
  • Walk throughout the village and interact with all villagers facilitating a rapid change in the attitude of villagers
  • Vigorous follow Directly implement CLTS methodology using the Participatory Rural Appraisal (PRA) tools with the villagers of target communities
  • Vigorous follow-up from the communities they are triggered
  • Effective use of IEC materials in the target villages, its distribution to the FHAGs and CHWs, and its follow-up
  • Conduct hygiene education sessions for the villagers inside the village or at the district or provincial level
  • Conduct community hygiene awareness and sanitary campaigns
  • Provide technical advice to the villagers in building sanitary latrine
  • Record day-to-day progress made by villagers in their village and report to his/her supervisor

Job Requirements:

  • The CLTS Facilitator should be at least a high school graduate
  • Minimum of two years of experience working with communities
  • Experience in hygiene and sanitation is preferred
  • Experience in working with community and community mobilization will be given priority
  • Familiarity with cultures of different Afghan communities
  • Very good interpersonal communication skills
  • Ability to supervise personnel
  • Ability to speak in big gatherings and interact very smoothly and politely
  • The candidate should be very polite and patient
  • Skills to convince others
  • Must be able to communicate well in local languages
