Job Description:
Duties and Responsibilities:
The Border Monitoring (BM) Coordinator will be responsible for the overall management of the Border Monitoring Component and work closely with the UNHCR Protection Team. The Border Monitoring (BM) Coordinator will work independently and effectively, with minimal supervision. The duties and responsibilities for the position include, but are not limited to:
- Border Monitoring:
- Develop and implement monitoring strategies to track and document the situation of returned undocumented Afghans efficiently.
- Ensure that the monitoring team operates effectively and efficiently, and that the required resources, including personnel and logistics, are available.
- Stay updated with the local context and issues related to the border situation.
- Ensure that the monitoring and evaluation activities are conducted systematically and efficiently, following established protocols and standards
- Stakeholder Mapping and Engagement:
- Conduct comprehensive stakeholder mapping exercises to identify and engage with relevant actors, including humanitarian agencies, governmental bodies, and local authorities.
- Establish and maintain strong relationships with key stakeholders to ensure cooperation and collaboration in border monitoring activities.
- Communication and Engagement:
- Develop and maintain effective communication channels with implementing partners (IPs) working in Torkham to exchange information, coordinate activities, and refer cases.
- Foster constructive engagement with de-facto authorities at the border to facilitate access and ensure the safety and security of monitoring teams.
- Provide regular updates to the Social Protection Manager and UNHCR protection team on monitoring activities and any challenges encountered.
- Data Collection and Reporting:
- Manage the process of collecting accurate and timely data related to the return of undocumented Afghans, including through field visits and consultations with relevant stakeholders.
- Prepare accurate and comprehensive reports on monitoring activities and trends, providing detailed information on the situation at the border and any emerging issues.
- Ensure that data and reports are properly organized, stored securely, and shared with appropriate stakeholders in a timely manner.
- Capacity Building:
- Identify capacity-building needs within the Border Monitoring Component and implement training and development activities to enhance the team’s effectiveness.
- Ensure that monitoring team members are fully equipped with the necessary skills, knowledge, and tools to carry out their duties effectively.
- Provide continuous coaching, supervision, and support to the team to ensure quality performance.
- Documentation and Record-Keeping:
- Maintain comprehensive and organized records of monitoring findings, communication logs, and stakeholder engagements for reporting and accountability purposes.
- Ensure that all documentation and record-keeping are in compliance with established policies and procedures, including data protection protocols.
- Budget Management:
- Manage the allocated budget for the Border Monitoring Component, ensuring efficient and transparent financial operations.
- Ensure that all expenses are properly documented and accounted for, and that financial reports are submitted in a timely and accurate manner.
- Conduct review meetings to track the budget performance and review the Planned budget versus actual (BVA)
- Advocacy, Representation, Coordination, and Liaison:
- Advocate for the rights and needs of returned undocumented Afghans at the border through engagement with relevant stakeholders
- Develop and implement advocacy and awareness campaigns to promote the rights of returned undocumented Afghans and generate support for border monitoring activities.
- Represent WADAN in various meetings and forums related to border monitoring and protection to ensure the promotion of human rights and protection principles.
- Ensure effective coordination and liaison with other key actors, including UN agencies, other NGOs, local authorities, and relevant private sector entities.
- Gender and Protection Mainstreaming:
- Ensure that gender and protection considerations are integrated into all aspects of the Border Monitoring Component, including data collection, analysis, monitoring, and reporting.
- Develop and implement strategies to ensure that the monitoring team is sensitive to gender and protection issues and able to respond appropriately to the needs of vulnerable groups, including women, children, and persons with disabilities.
- Build the capacity of the monitoring team in gender and protection mainstreaming and ensure that all staff members are aware of their roles and responsibilities in this area.
- Ensure that all monitoring and reporting activities are conducted in a manner that respects the dignity, privacy, and safety of returned undocumented Afghans.
- Ethics and Integrity:
- Ensure that all activities within the Border Monitoring Component are conducted with the highest standards of ethics and integrity, in compliance with relevant laws, regulations, and organizational policies.
- Promote a culture of transparency, accountability, and adherence to ethical principles among all staff members.
- Address any ethical concerns or violations promptly and appropriately, ensuring that appropriate measures are taken to prevent recurrence.
- Risk Management:
- Identify risks associated with the work of the Border Monitoring Component and develop and implement risk management strategies accordingly
- Ensure that the monitoring team has security and safety measures in place, including security protocols
- Reporting:
- Prepare Project financial and narrative reports as per the UNHCR Requirements and timely sharing and coordinating with the Social protection manager.
- The Border Monitoring (BM) Coordinator will report directly to the Social Protection Manager and Managing Director at WADAN and maintain a functional reporting line to the UNHCR protection team as well.
- Knowledge Management:
- Develop and implement a knowledge management and sharing system for the Border Monitoring Component, including knowledge management tools, databases, and information sharing platforms.
- Ensure that relevant information and knowledge related to border monitoring and protection are systematically collected, analyzed, and shared with relevant stakeholders.
Job Requirements:
- Bachelor’s degree in a relevant field (e.g., International Relations, Social Sciences or relevant discipline).
- A minimum of five years of experience in emergency response, border monitoring, or related fields.
- Demonstrated experience in working with international organizations and NGOs.
- Strong communication, negotiation, and interpersonal skills.
- Proficiency in English, Dari, and Pashto languages.
- Knowledge of the local context in Torkham and the border region.
- Strong understanding of the humanitarian principles and standards.
- Familiarity with different data collection methodologies, tools, and techniques.
- Demonstrated ability to lead, train, and motivate a team of staff and consultants.
- Ability to manage multiple tasks, work under pressure, and prioritize effectively.
- Ability to work in a rapidly changing and challenging environment.
- Strong analytical and problem-solving skills.
- Experience in project management and budget management.
- Understanding of the refugee crisis and border-related issues in the relevant region.
- Previous experience in managing border monitoring projects is preferred.
- Knowledge of relevant international laws, conventions, and protocols related to refugees and asylum seekers.
- Ability to adapt to different cultural backgrounds and work in a multi-cultural team.
- Excellent computer skills, including MS Office Suite and data collection software.
- Ability to write clear and concise reports in English, Dari, and Pashto languages.
