Job Summary

Under the direct supervision of the Livelihood Specialist and in close collaboration with the Area Manager and regional Livelihood Technical Associate of ABADEI, the Livelihood Associate will undertake the assigned functions to ensure the effective and efficient implementation of project activities at the sub – national/Regional level.

Duties & Responsibilities

The primary objective is to ensure the accurate identification, registration, and verification of beneficiaries eligible for livelihood support programs. The specific tasks include, but are not limited to the following:

1. MSMEs Beneficiary Verification

  • Review the established criteria for beneficiary eligibility as outlined by the organization or project.
  • Familiarize yourself with the documentation and information required to verify eligibility.
  • Coordinate with relevant stakeholders to schedule field visits to potential beneficiary communities or areas.
  • Personal plan the logistics of the field visits, including transportation, accommodation (if necessary), and necessary equipment or materials.
  • Conduct interviews and discussions with all the beneficiaries to gather information and assess their eligibility based on the established criteria.
  • Verify the authenticity of documents provided by beneficiaries, such as identification cards, household records, income statements, etc.
  • Coordinate with local authorities, community leaders, and other stakeholders to ensure accurate beneficiary identification.
  • Cross-reference the information collected during field visits with existing databases or records, if available.
  • Identify any discrepancies or issues that may require further investigation or follow-up.
  • Compile detailed reports summarizing the findings from field visits, including beneficiary profiles, eligibility status, and any challenges or recommendations.

2. Saving Groups functionality and maturity assessment

  • Evaluate the composition of the saving group’s membership and their level of participation in meetings, savings, and borrowing activities.
  • Review the group’s financial records to assess the accuracy and completeness of financial transactions (manage funds and disburse loans in a timely manner).
  • Assess the clarity of roles and responsibilities among group leaders and members.
  • Identify potential risks facing the saving group, such as default on loans, embezzlement, or external shocks (group’s risk management policies and procedures).
  • Determine the extent to which the saving group contributes to community development and empowerment.
  • Identify training and capacity building needs among saving group members and leaders.

Job Requirements

Experience and Skills:

Master’s or bachelor’s degree in social/ Political Sciences, Development studies, M&E or any other related field.

Experience and Skills:

• A minimum of one year experience with Master’s or three years with BA Degree of relevant experience in Social/Political science, development studies, management or any other related field, including solid experience in Results-Based Management including planning, monitoring, evaluation and reporting.

• Experience Working with INGOs/NGOs/CSOs/UN or any other international organization is required;

• Demonstrated extensive experience in working with grassroots organization, media and civil society is required;

• Proficient use of Kobo toolbox, MS Office (Word, Excel, PowerPoint, etc.) and internet is required

• Solid experience in livelihood, MSMEs, Agricultural productivity options in rural and urban area of Afghanistan

• Demonstrated experience working in project and beneficiary verification

• Experience in reviewing and drafting project reports

• Solid experience in implementation and coordination of interventions at the sub – national/Regional level.

• Ability to manage programmes and projects with a focus at improved performance and demonstrable results

• Ability to plan, organize, prioritize and control resources, procedures and protocols to achieve specific goals

• Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results

• Ability to make an independent judgement based on set criteria and benchmarks – Ability to anticipate client’s upcoming needs and concerns.

• Ability to communicate in a clear, concise, and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience ability to manage communications internally and externally, through media, social media and other appropriate channels

• Ability to inspect, cleanse, transform and model data with the goal of discovering useful information, informing conclusions, and supporting decision-making

• Ability to identify and organize action around mitigating and proactively managing risks

Language Requirements:

Proficiency in written and spoken English and fluency in the national languages (Dari/Farsi/ Pashto).
