Job Overview:

The Protection from Violence Assistant (Outreach) will be based in the Northern region ( Balkh Province ) supporting the implementation of NRC’s UDOC project, which is based on on-site management Piller and UDOC methodologies. The project aims to improve the protection and assistance response to affected communities by establishing mechanisms to enhance the following areas :

  • Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  • Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response
  • Support to Coordination: Efficient, effective, and inclusive coordination of services at the local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).

There are three main pillars in the project for enhancing communication, community engagement, coordination, and Protection through :

  • Community Centers are established in areas hosting large numbers of affected households both from IDPs and Returnees.
  • Community Committees working in neighborhoods of high displacement
  • Outreach Teams who work in Community Centers and visit affected neighborhoods regularly.

Caution: This role is national, only female internal candidates from Afghanistan will be considered.

Role and responsibilities:

Generic responsibilities:

  • Implementation of the different components of Site Management according to tools, SOPs, and annual work plan.
  • Contribute to regular activity progress reports.
  • Ensure proper completion and filing of all documentation (soft and hard copy, as required).
  • Support Site Management  Officers in day-to-day problem-solving according to agreed procedures, priorities, and standards for the area of work.
  • Ensure that projects target beneficiaries most in need of protection and/or assistance.
  • Visit the settlements daily to provide information/counseling on rights, services, and durable solutions; to refer cases; and disseminate information about NRC’s mandate.
  • Support  Site Management Officer to coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem-solving.
  • Contribute to the collection of information about the situation and needs within the Community Centre area(s) to use for coordination and advocacy.
  • Ensure close cooperation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate
  • Adhere to NRC policies, tools, handbooks, and guidelines.

Specific responsibilities:

  • In Community Spaces and informal settlements, disseminate relevant and meaningful information, to enhance access to services and assistance.
  • Train and support Settlement Committees to disseminate information as per the above
  • Promote the Community Spaces among potential visitors and ensure information about services offered is properly communicated.
  • Support in community mobilization, and guide awareness raising;
  • Support Community mobilizer’s communication with communities and provide support on the issues to solve at the field level.
  • Visit the community center daily and provide strong support to the community center activities.
  • Support the establishment and follow-up of Community Committees.
  • Deliver capacity-building training to the community committees and ensure the transformation of the required knowledge.
  • Conduct actors and service mapping and development of referral pathways.
  • Promote community participation by involving the community committee in the decision-making process.
  • Facilitate and encourage collaboration between other NRC Core Competencies and external service providers with the Neighbourhood Community committees.
  • Undertake data collection to inform relevant internal and externally-commissioned protection assessments, risk analysis, and needs assessments.
  • Support coordination with potential service providers (governmental, non-governmental, private, etc.) to improve the provision of assistance and referral mechanisms.
  • Collect information regarding obstacles and constraints to beneficiaries’ access to services
  • Facilitate monthly meetings in the Community Centre and host all the available site service providers.
  • Promote good relationships with the site service providers.
  • Collect required data on service providers and monthly update the service mapping tool
  • Conduct Protection Monitoring FGDs, and key informants and collect necessary data from the field as per needed.
  • Conduct referrals for the most vulnerable displaced population to the available site service providers
  • Facilitate the process of Community Development Response Plan ( CDRP) action plan and implementation of community project-led activities at the community level.
  • Any other relevant responsibilities tasked by the supervisor.

Generic professional competencies: 

  • Completed (or partially completed or in-process) Bachelor of Social Science, Social Work, Journalism, or Humanities
  • Documented results related to the position’s responsibilities
  • Good knowledge in Microsoft Office
  • Fluency in local languages
  • Basic knowledge of English Language
  • Ability to work additional hours if and when required
  • Ability to commence work immediately

Context/ Specific skills, knowledge, and experience: 

  • At least 1 to 3 years’ previous humanitarian experience with a satisfactory performance in the same or similar functional area. Specialties in protection, social cohesion, International Humanitarian Law, negotiations, conflict resolution, and/or mediation preferred.

OR/AND

  • At least 1 to 3 years experience in civil society organizations with satisfactory performance in the same or similar functional areas. Specialties in peacebuilding, dialogue, social cohesion, and human rights are preferred.

OR/AND

  • At least 1 to 3 years experience in social work or psychology work experience with a satisfactory performance in the same or similar functional area.

AND

  • Ability to work under pressure;
  • Ability to communicate effectively with a broad audience;
  • Working knowledge of the Humanitarian Principles and Protection Principles;
  • Proficient computer skills; especially being able to deal with and enter data in Excel;
  • Excellent interpersonal skills;
  • Able to show empathy towards the beneficiaries and have great listening skills.
  • And the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
