ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of the population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihood.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled-up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programs across the country, ensuring that the program is delivered at the right scale and time, and targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots while guaranteeing quality and maximum impact of the program through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
Based in the CO, the Programme Policy Officer will work under the direct supervision of the Head of IDM Digital Solutions. The incumbent will be supporting the team in exploring and rolling of digital solutions, particularly SCOPE and identity management. The incumbent will also support in management of external partnerships around SCOPE and internal collaboration.
KEY ACCOUNTABILITIES (not all-inclusive)
The main responsibilities include but not limited to:
- Exploring new digital solutions with the aim of enhancing program delivery in close coordination with the Programme, Regional Bureau, and HQ relevant teams.
- Overseeing day-to-day Identity management implementation by providing support for WFP operations, including design, implementation, and monitoring.
- Providing technical support related to IDM solutions, standard operating procedures, and best practices around IDM services.
- Support targeting and verification exercises through the appropriate use and selection of suitable SCOPE features to aid the process.
- Supporting the Programme policy officer in exploring, formulating, and managing external partnerships around SCOPE and other digital solutions. This will include potential partnerships with UNCCS partner agencies and any other initiatives.
- Coordinate and support the implementation of WB-funded MCBP projects in terms of registration layout design, information needs assessment, delivery solution design, and reporting and documentation.
- Supporting management of data-sharing agreements and partnerships with UN agencies and other humanitarian partners. Assessing the risks of data sharing and coordination with the Global Privacy Office are the key components of the responsibilities.
- Provide support around Internal collaboration with other functional units. This will include supporting Financial Service Providers contracting, collaboration with Strategic Outcome managers as well as community feedback mechanism CFM teams.
- Conducting business needs assessment, business process mapping, and developing standard operating procedures for current and new digital solutions.
- Supporting implementation of SCOPE-CODA for malnutrition treatment and integration of SCOPE and Sugar-CRM.
- Supporting the data privacy working group in the management of meetings, follow-up of recommendations, and development of documents as needed.
- Supporting privacy impact assessments in close coordination with CO Protection and AAP units as well as relevant RBB and HQ teams.
- Contributing to raising awareness around data privacy and delivering capacity-building training to Field offices, cooperating partners, and financial service providers.
- Producing reports around beneficiaries and transfers based on requests from other functional units.
- Provide regular support to field offices around SCOPE and other digital solutions and travel to field offices regularly.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in business administration, public administration, computer science, or any other relevant field.
- Or First University degree with additional specialized training and an additional two years of most related professional work experience in program/project management, humanitarian response, identity management, information management, or any other relevant field.
Minimum Work Experience:
- At least one year of postgraduate, most relevant professional experience in program/project management, humanitarian assistance, identity management, information management, or any other relevant field.
Desired Work Experience:
- Has implemented programs and provided input into designing operations.
- Has professional experience in digital solutions for assistance delivery.
- Has substantial experience in project management, business management, and user support as well as business needs assessment.
- Has experience in producing comprehensive standard operating procedures, project documents, and implementation plans.
Knowledge and Skills:
- Possession of a combination of broad business skills coupled with familiarity with management information systems.
- Computer skills in Word processing, Excel, PowerPoint, typing English/Pashto/Dari
Language:
- Fluency (level C) in English and local languages
