ORGANIZATIONAL CONTEXT
The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of the population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihood. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled-up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programs across the country, ensuring that the program is delivered at the right scale and time, and targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots while guaranteeing quality and maximum impact of the program through the monitoring of these hotspots to be able to support continued donor advocacy.
JOB PURPOSE
To collect, analyze, and report on information to maximize the efficiency of the logistics operations and activities.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Collect and analyze data through research and networking with colleagues to recommend actions to the supervisor to improve the performance of local logistics operations.
- Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize the use of available funds.
- Guide support staff, acting as a point of referral and supporting them with analysis and queries.
- Collate data and contribute to the preparation of accurate and timely reporting, supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
- Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (i.e. through contribution to the training materials).
- Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
- Follow emergency logistics preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field,
- Or First University degree with additional specialized training and at least two years of most related professional work experience
Minimum Experience:
- Minimum one year of postgraduate professional experience in logistics management, with a background in international humanitarian development.
Desirable Work Experience:
- Substantial experience supervising staff.
- Experience coordinating service providers’ contract execution.
- Experience arranging supplier deliveries and delivering WFP vessels (rail, air, or sea).
- Experience in evaluating offers and writing proposals.
- Experience in report writing.
Language:
- Fluency in spoken and written English, Pashto, and Dari is required.
