The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.
Job Description:
Assist the Finance Manager on day-to-day financial issues. The Finance/Controller Officer is responsible for applying accounting principles and procedures to analyze accounting information, prepare accurate and timely accounting reports and statements, and ensure appropriate accounting control procedures.
- Develop and oversee financial plans, budgets, and forecasts.
- Monitor the funding situation and prepare the funding grid and fund utilization for all projects at the end of each month.
- Check the month-end cashbooks and ensure that all bookkeeping and coding are accurate.
- Monitor key financial metrics and report on variances.
- Identify financial risks and develop strategies to mitigate them.
- Implement risk management frameworks to protect the organization’s financial interests.
- Lead and mentor the finance team, fostering a high-performance culture.
- Prepare an analysis of the cashbooks, management report, and comparison with budget, at the end of the month.
- Ensure that accounts are received in the head office within the 1st of next month.
- Compile all the financial records from regional offices and update the financial system accordingly.
- Assist in the preparation of financial reports to donors, in co-operation with the Finance Manager.
- Assist in the preparation of budgets and accounts for donors, as requested.
- Provide any other financial information, as requested, and respond to any other financial queries.
- Control cash flow and ensure that sufficient funds are always available in the bank.
- Control financial records are maintained in both soft and hard forms in compliance with organization policies and procedures.
- Record all non-cash/bank transactions into the QuickBooks Online systems as appropriate.
- Resolve accounting discrepancies and irregularities.
- Provide support to field finance staff and work closely with them to ensure that financial information is accurate and up to date.
- Manage the Finance Assistant/Cashier/Finance Officer.
- Travels to field offices when required.
- Assist with any audit undertaken.
- Collect and examine supporting documents from regional and HO.
- Ensure that documents and signatures are valid.
- Continue to develop improvements in the finance system, as necessary.
- Undertake any other duties that may be requested by the Finance Manager.
Job Requirements:
- Financial Skills: Strong understanding of financial principles, accounting standards, financial analysis, budgeting, forecasting, and financial modeling is essential. Knowledge of tax regulations, compliance, and risk management is also crucial.
- Leadership and Management: Excellent leadership and management abilities to oversee a team, delegate tasks effectively, provide guidance, and foster a positive work environment. Experience in mentoring and developing finance teams is often required.
- Communication Skills: Fluency in Dari, Pashto, and English and strong verbal and written communication skills are necessary to present financial information, interact with stakeholders, and collaborate with different departments.
- Analytical Skills: Proficiency in data analysis, and interpreting financial data.
- Technology Proficiency: Familiarity with financial software, QuickBooks Online, and advanced proficiency in Microsoft Excel or other analytical tools is often expected.
6. Adaptability and Problem-solving: Ability to adapt to changing environments, solve complex financial problems, and make timely decisions in dynamic situations.
