Job Description:

Job Overview:

The incumbent will monitor, report, and supervise the overall implementation of all shelter and construction projects with UNHCR and other related activities in collaboration with and on behalf of the program manager to ensure the effective implementation of projects in line with the approved design and in compliance with the donor requirement. The incumbent will be based in each of the five southern provinces of Herat, Farah, Badghis, and Ghor. Each incumbent is responsible for monitoring, reviewing, reporting, and documenting progress in the field. The incumbent will also be responsible for providing technical support and capacity building to all project staff, including beneficiaries.

 

Duties and responsibilities:

  • Preparation of architectural design, detailed BoQs and specifications for construction projects.
  • Incorporate special features that relate to the project at hand into specifications; these include order of work, physical condition at the site, construction work schedules, methods of payment and measurement, construction procedures and special methods, and coordination with the contractors and other stakeholders.
  • Performing technical reviews on specifications to ensure clarity, completeness, and exactness, and to remove restrictive descriptions so as to ensure competitive bidding.
  • Visiting proposed project sites to obtain information for use in the project specification. This includes condition, location, and project sites; location of storage and staging areas; and character and scope of work.
  • Providing guidance and technical advice to various persons and departments, where necessary, develops basic specifications, procedures, and policies to cover new types of projects and structures.
  • Communicating with higher authorities on issues concerning specification, engineering interpretation and explanations, supply of items, and items of work, and offering recommendations on reviewing specifications.
  • Monitoring ongoing construction activities, identifying defects, proposing solutions and having follow-ups, identifying challenges that are deemed to delay our project activities, and proactively working on the solution.
  • Conducting monitoring in compliance with applicable codes, practices, QA/OC policies, performance standards, and specifications.
  • Reporting any deficiencies and slippages from the work plan on time with probable solutions to be shared and reported to respective offices.
  • Conducting meetings with contractors to discuss work progress, and challenges, and propose solutions.
  • Performing overall quality control of the work (budget, schedule, plans, and personnel’s performance) and reporting regularly on project status.
  • Overseeing and conducting tests (Constriction Materials, RCC, & PCC) at the site and lab, reviewing the test reports, and informing the office about accurate results.
  • Coordinating between the donor, contractor, and partner office on a regular basis.

 

Job Requirements:

  • Bachelor’s degree in civil /construction engineering.
  • Minimum 4 years or more experience in civil engineering, especially in building construction and community development fields.
  • Highly developed reporting, budget monitoring, and management skills
  • Strong skills in analysis and problem-solving.
  • Solid understanding and ability to adhere to international norms, standards, and regulations.
  • Ability and willingness to travel frequently.
  • Strong ability to supervise tendering procedures and compile job specifications.
  • Ability to carry out effective technical and feasibility studies, as well as site investigations.
  • Ability to effectively monitor and drive project activities.
  • Ability to prepare safety and function analyses.
  • Ability to perform calculation, dominating, and control of concrete and metallic construction.
  • Ability to carry out safety analyses and stability and quality control.
  • Ability to effectively work in the field and with subcontractors and architects.
  • Time management, organization skills, decision-making ability, and leadership skills.
  • Excellent in the use of relevant civil engineering software programs, including AutoCAD and civil 3D, and advanced MS Office skills.
  • Strong verbal and written communication skills in Pashto, Dari, and English languages.
  • Excellent technical skills and good project management.
