Context:

Under the direct administrative supervision of the Head of the Office; and the technical supervision of the National Programme Officer, the Senior Project Associate (Field Coordinator – ESNFI) will support in coordination with relevant stakeholders and facilitate assessments and distribution activities for emergency response and DRR activities through the tasks specified below.

Job Description:

  1. Support coordination with UN Specialized Agencies, national and provincial government authorities as well as International and national NGOs, and other Mission related projects, to facilitate effective delivery of humanitarian/emergency assistance for emergency/disaster situations; support the preparation of situation reports, apprising of situation to date and specifying requirements of stricken areas.
  2. Supervise the implementation of the ESNFI program activities in their area of responsibilities, including assessment and response coordination, facilitating disaster risk reduction activities, and shelter interventions.
  3. Support the program and the regional/provincial team in liaising with the local authorities, ANDMA (Afghanistan Natural Disaster Management Authority), Directorate of Refugees and Repatriation (DoRR), provincial and district governors, ministerial officials, Shura representatives, community leaders, etc.
  4. Monitor office correspondence is maintained in good order (incoming/outgoing filling etc.), organize and manage filing per program guidelines, and system for documentation (IRF, MSRAF, BDS, Reports) related to the program, including the accurate data entry into the IOM owned database for disaster incidents.
  5. Develop a thorough understanding of IOM administrative procedures and program reporting methods to assist the program in ensuring these are employed per program requirements.
  6. Provide technical guidance to field staff and monitor that they have a clear understanding and use of all documents/forms, including Multi Sector Rapid Assessment Form (MSRAF), Family Assessment Form (FAF), distribution guidelines all other relevant documents.
  7. Prepare administrative documents, tracking systems, and reporting templates and mechanisms for internal and external, and ensure quality reports are prepared and submitted on time.
  8. Support the Programme Management team in developing contingency planning and ensuring coordination with local regional HRT), operational country team (OCT), and other relevant forums such as PDMC, and PDC.
  9. Support field staff in coordination of relief assistance distribution including supervision and monitoring of assessment and distribution, regular field visits to assessment and distribution Support coordination with UN Specialized Agencies, national and provincial government authorities as well as International and national NGOs, and other Mission projects, to facilitate effective delivery of humanitarian/emergency assistance for emergency/disaster situations; support the preparation of situation reports, apprising of situation to date and specifying requirements of stricken areas.

Support field staff in coordination of relief assistance distribution including supervision and monitoring of assessment and distribution, regular field visits to assessment and distribution sites, and mobilization of resources to the affected areas and project implementation sites through coordination with the program support team in Kabul.
  18. Develop a training plan for regional staff following training needs assessment, mentor/coach, and train field staff in the areas identified as a need for improvement including emergency response processes and procedures, use of assessment tools, and overall humanitarian thematic areas necessary for field staff.
  19. Facilitate assessments, and distributions and supervise field staff to ensure program-set processes/procedures, and criteria in the identification/verification of the beneficiary are in line with the Emergency manual or standard operating procedures (SoP) and project-set objectives ensuring timely delivery of assistance.
  20. Support in Coordination of the DRR activities with government relevant departments, local authorities, and the community development committee (CDC).
  21. Participate in field missions, CBI activities monitoring such emergency response and shelter, and technical assistance to beneficiaries.
  22. Take the lead and supervise warehouses and stock levels in the region and respective provinces to ensure warehouse policy is implemented and stocks are replenished regularly to address the needs in the region and provinces.
  23. Oversee and closely monitor all distributions including cash based interventions (cash for NFIs, winterization, shelter), and ensure AAP standards are applied and complaints mechanisms are in place.
  24. Prepare reports on a weekly, monthly, and required bases as well.
  25. Serve as a main focal coordination with programme management and support team ensuring project activities and needs are closely coordinated.
  26. Support the national program officer Or PM to Prioritize the emergency activities in the different regions such as field assessments, distribution, responses, PDM, TPM, risk monitoring, or Logistics and coordination.
  27. Perform such other duties as may be assigned.

Required Qualifications and Experience

 

Education

University degree in Political or Social Science, International Relations or Law, or other relevant field with five years of relevant professional experience in emergency response in Afghanistan context.

or

High School diploma with seven years of relevant professional experience relevant to the vacancy.

 

Experience

  • Experience in the field of emergency response and humanitarian assistance especially in conflict or post-conflict areas.
  • Experience at an international level with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations, including conflict and post-conflict situations.
  • Good knowledge of UN, IOM, International Organizations, and NGO mandates and programs around migrant rights in humanitarian assistance, post-conflict migration, and development.
  • Direct experience in the region is an advantage.
  • Experience in the usage of office software packages (MS Word, Excel, etc.), kobo /other assessment tools, and knowledge of spreadsheet and data analysis is an added advantage.

 

SKILLS:

  • Demonstrated ability to carry out day-to-day needs assessment, and coordinate with ESNIF clusters, ICCT, PDMC, OCT forms, and other humanitarian partners.
  • Good working knowledge of the complete Microsoft Office suite, information management, and assessment-relevant tools i.e. kobo, etc.
  • Experience in managing mass emergencies.
  • Ability to work independently and under pressure.
  • Strong interpersonal skills and ability to establish working relations with target communities and project teams.
  • Excellent verbal, written communication, and reporting skills
  • Good knowledge of humanitarian coordination structure in the region, referrals, and cluster-level coordination.

 

Languages

Fluency in English and Dari or Pashto
