About the Organization for Health Promotion and Management (OHPM):

OHPM is committed to promoting the lives of communities through the provision of comprehensive and standardized health, education, and development services; conducting training, research, surveys, and evaluations independently and/or collaboratively at local, national, and international levels that would ultimately result in sustainable well-being and self-reliance of vulnerable communities /age groups (Especially of the women of reproductive age and under-five children).

OHPM was selected by UNICEF and is responsible for delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in Khost, Parwan, Panjshir, Zabul, Nimroz, and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, OCHA, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Description:

Objectives:

  • To Provide reliable, accurate, and timely information and reports for planning facilitating, and strengthening the quality of BPHS/EPHS through implementing RMNCAH standard tools in the coverage health facilities
  • To timely compile, analyze, and interpret RMNCAH data with the M&E/HMIS Officer and information received from health facilities and ensure the quality of RMNCH data collection in terms of consistency and accuracy and systematic joint supportive supervision with constructive feedback and follow-up action plan from health facilities
  • To ensure adherence to establishing well-organized monthly coordination meetings In charge of HFs, PPHD, and partners and follow-up of decisions have been made in the monthly meetings
  • To ensure good communication and coordination among RMNCAH in HFs and other implementing partners and key stakeholders pertaining implementation of RMNCAH and reporting system maintained and strengthened in the BPHS/EPHS health facilities as well as MHNTs

Responsibilities:

  • Preparing Weekly, monthly, and quarterly action plan progressive reports according to the BPHS/EPHS work plans and ensuring the timely implementation
  • Integrate and implement national RMNCAH Strategy and Policy at all coverage health facility
  • Make sure all the RMNCAH staff at health facilities are aware of national RMNCAH guidelines and treatment protocols and are updated with the new national documents
  • Ensure RMNCAH-related equipment and tools are available and utilized in health facilities
  • Ensure that the Basic Emergency Obstetric & New-born Care and Comprehensive Emergency Obstetric & New-born Care services in the health facilities
  • Prevent neonatal and maternal morbidity and mortality by providing clean delivery kits and avoiding complications by establishing a referral system.
  • Improve safe mother-hood by giving job training and conducting refresher training sessions for health facility staff
  • Work closely with the EPI to improve utilization of TT vaccination and increase community awareness
  • Identify and report immediately any problem that interferes with the delivery of services or in achieving the program objectives to his/her immediate supervisor
  • Facilitate recruitment of the RMNCAH staff in health facilities in collaboration with other officers
  • Identify, solve, or refer the problems of RMNCAH staff with related departments as required
  • Improve the links of the referral system in the different levels of the health facilities (HP, SC, BHC, CHC, and Hospital)
  • Participate actively in RMNCAH-related coordination meetings, and workshops at the provincial or national level
  • Evaluate the RMNCAH staff training needs and look for opportunities for building their capacity at the facility or provincial level
  • Conduct RMNCAH staff health facility monthly meetings to share information, problems, and needs and find possible solutions
  • Supervise the RMNCAH services jointly with PPHD and other partners in the health facilities with constructive feedback and follow-up action plan
  • Develop an awareness plan regarding RTI /STDs and improve the skills of staff on how to Manage RTI, STDs and prevention of HIV/aids and early detection of breast and cervical cancer
  • Develop awareness plans for mothers on breastfeeding, weaning food, management of menopause and pre-menopause, and malnutrition through health education sessions.
  • Improve family planning programs and services in order to distribute contraceptives to health facilities
  • Perform any other tasks as assigned by the line supervisor

Job Requirements:

  • Afghan National
  • Medical Doctor (MD), preference will be given to the candidates with post-graduate degrees with at least 3 years of work experience as RH officer/ supervisor with government or non-government organizations, UN Agencies, or other development organizations
  • Or a Midwife with at least 5 years full work experience as RH officer/ supervisor with government or non-government organizations, UN Agencies, or other development organizations
  • Be able to travel to all districts/health facilities as well as outside of the province
  • Priority will be given to local candidates from Helmand province, especially those who have working experience in the BPHS project.
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Demonstrate computer skills (Ms. Office Package).
  • Ability to work under pressure, flexible and able to multi-task,
  • Ability to create a supportive working relationship with all project teams
