Context:
Under the direct supervision of Emergency Shelter Non-food Items (ESNFI) Cluster Co-Chair IOM, the National Programme Officer will assist in the coordination and implementation of the ESNFI cluster and deputizing the Cluster Co-Coordinator (ESNFI Cluster).
Job Description:
Collaborate with the National Cluster Coordinator and Co-Chair in the relevant National ES/NFI Cluster activities.
Support ES/NFI Cluster, NDSWG meetings, and other activities at the National level.
Collaborate with the ESNFI Cluster co-chair on the design of the National strategy and provide support to the assessment of needs and gaps.
Provide technical inputs to the National level and identify local and international agencies and other stakeholders with appropriate technical expertise that can be adapted and/or shared for use in the ES/NFI Cluster.
Facilitate that agencies’ responses are informed and coordinated at different phases of the response by appropriate ES/NFI policy and guidelines.
Supervise Sub-National ES/NFI Clusters Coordinators to maximize coverage with support for displaced populations (new influxes, returnees) Ensure clear and consistent communication between Sub-National clusters on any matters pertinent to the relevant Clusters. Promote attention to vulnerable groups and cross-cutting issues such as gender, Gender-Based Violence (GBV), age, children, disability, Protection, etc. in the project implementation process of ES/NFI responses.
Provide technical support, guidance, capacity building, and technical training to Sub-National ESNFI Cluster Coordinators in line with the ESNFI cluster strategy.
Contribute to the preparation, development, and revision of contingency planning and preparedness processes at the National/regional level.
Coordinate the delivery of shelter and other cluster-specific training activities for ES/NFI members, other local partners, and relevant authorities.
Ensure that an up-to-date stock list of materials available from agencies in an emergency (monthly) is maintained and report any gaps to the Cluster Coordination team. Ensure up-to-date 4Ws are available for partners.
Perform any other duties as may be assigned.

Education
Bachelor’s degree in international relations, Sociology, Political Science, Business Administration, Engineering, or a related field from an accredited academic institution with at least two years of senior-level management and cluster coordination experience.
Experience
- Relevant Senior level experience including managerial experience in the field of emergency response and humanitarian assistance and Shelter Cluster coordination experience.
- Experience in needs assessment and strategic designs/ of programs are advantages.
- Experience in working with displacement populations (new influxes returns).
- Provide managerial support guidance capacity building and technical training at the sub-national level.
- Delivery of shelter and other cluster-specific training activities.
- Minimum two years of experience working in the cluster system.
- Experience in producing reports on shelter activities at all levels including collection of data, compilation, analysis, and submission.
- Knowledge of budget management is highly advantageous.
- Demonstrated experience and knowledge of IOM procedures are highly advantageous.
- Demonstrated experience and knowledge of UN procedures are highly advantageous.
- Experience with specialized international agencies (UN Agencies, International Organizations, and International specialized NGOs) and in complex humanitarian operations, including conflict and post-conflict situations.
- Good knowledge of UN, IOM, International Organizations, and NGO mandates and programs in the area of migrant’s rights in humanitarian assistance, cluster coordination, post-conflict migration, and development.
- Direct experience in the region.
- External Representation experience and/or experience in leading a coordination forum such as a working group or cluster (previous experience with IOM in this role an advantage).
- Experience in liaising with governmental authorities and local communities.
- Knowledge of MS Office, information management, and other relevant skills.

Languages
