INSO Central region is currently looking for a Human Resource Manager in Kabul Province. The candidates are required to be residents of the province and possess an understanding of the current situation relevant to NGO and humanitarian safety.
Job Description:
Job Summary:
The Human Resources Manager is a generalist role, responsible for the successful delivery of the HR function within the country office. Reporting to the Country Director, and under the functional supervision of INSO’s Director of Human Resources, the HRM works closely with the Country Director and senior managers providing clear, effective, and timely support and advice across the range of HR activities. In addition, the HRM is also expected to ensure all legal and regulatory documents are filed on behalf of INSO with the national authorities promptly.
The HRM may be supported by one Officer and/or Assistant as available in the country office.
Major Responsibilities:
Human Resources
- The HRM is responsible for the timely management of all in-country recruitment processes, local and international, ensuring that they are fully compliant with INSO guidance and procedures.
- Lead the implementation and monitoring of all INSO personnel and HR regulations (national and international) to ensure country office compliance and regularly monitor national employment law, suggesting modifications to internal rules to the Country Director, Director of HR, and HQ HRM where appropriate.
- Lead and coordinate national employee onboarding and coordinate with HQ HR on international employee onboarding, providing in-country employee induction and orientation programs (national and international)
- Coordinate and monitor national employee performance monitoring, grievance management and discipline, escalating issues, and identifying appropriate solutions and action plans where appropriate to the Country Director and the Director of Human Resources.
- Responsible for ensuring, in close collaboration with HQ HRIS administration data support, proper use and data accuracy of the employee data and information (national & international) on HRIS.
- Oversee the production of the national staff monthly payroll and control timesheets and any tax payments/deductions and maintain national staff insurance enrolments/medical payments for country office staff as required under the statute in coordination with the Finance team.
- Provide support to internal and external audit requests in the field of HR, coordinating with HQ as appropriate.
- Act as the in-country project management focal point for all HR projects and be the focal point for all HR queries from staff or management at the HQ or in the Country Office
- Ensure that any country office personnel files are maintained (national and international).
- Support HQ in gathering and monitoring of relevant KPIs and other HR management and performance-related data.
- Guidance and support on HR technical matters and INSO’s global approach should be sought from the Director of HR based in the Netherlands.
- Act as safeguarding focal point.
- Coordinate staff welfare initiatives.
Legal and Compliance
- Create and maintain a tracker for the renewal of all staff visas and work permits.
- Obtain visas, work permits, and residencies as required on behalf of INSO staff.
- Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies, evaluating the efficiency of controls and improving them continuously, suggesting revisions to procedures, reports etc. periodically to identify hidden risks or non-conformity issues
- Coordinate with HQ Office Manager on all deployment/visits of international staff (flights, visa, accommodation).
- Monitor compliance with national tax codes and ensure timely compliance with local statutory reporting requirements.
- Maintain a register of in-country professional advisors eg lawyers, and immigration services.
- Lead audits follow up and implement recommendations in the HR area.
Capacity Building & Reporting
- Coach and conduct training for new HR hires.
- Lead implementation of new HR policies and procedures as released by HQ.
- Manage and update country SharePoint page.
- Produce quality reports and ensure deadlines are met for both donors and HQ.
Job Requirements:
PERSON SPECIFICATION
Knowledge, Skills, and Experience
Essential:
- Bachelor’s Degree in Business Administration, HR Management, or any other relevant field.
- Fluency in English and other languages (eg French/Arabic) according to location, both written and verbal.
- Minimum 5 years of relevant work experience at least 2 of which should be with an NGO or international organisation.
- Proficiency in Microsoft Office Tools and experience with database management.
Nice to Have:
- Previous experience in the humanitarian sector in complex and volatile contexts
- General knowledge of donor regulations
- Existing knowledge of INSO and affinity with its mission
- Experience as a user or admin of HRMS
- Prior field experience in [country] in a similar position is a plus
