The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the security management system, ensuring maximum security for staff and eligible departments as well as enabling the safest and most efficient conduct of the programs and activities of the United Nations System.
The Security Operations Centre (SOC) is an essential component to support security management in any elevated-risk environment. The Security Management Team (SMT) in Afghanistan, based on the respective Area SRM, has approved the establishment of Security Operation Centers with appropriate Security Communication Systems as a risk mitigation tool in all security areas of Afghanistan.
A typical “Radio Room” was initially considered a communication hub with Radios as the only primary communication tool. Based on innovation and policy reform over a period, a wide range and arrays of digital communication tools have been integrated along with radio enhancement, providing improved capability and scope of the assignment. Consequently, UNDSS Headquarters has provided additional guidance to the term Radio Rooms as “Operation Centers” and Emergency Communication System (ECS) as Security Communication System (SCS) and the job title for this position is “Security Communication System (SCS) Associate”.
Under the overall guidance and supervision of the Country Security Operation Center (CSOC) supervisor, the Security Communication System (SCS) Associate will report directly to the CSOC Supervisor of UNDSS Afghanistan and shall be responsible for the overall and technical supervision of the UN Security Communication System (SCS). Furthermore, he/she will directly support the Security Operation Center (SOC), especially in maintaining stable communications between the CSOC and Security Area SOC. He/she will be responsible for ensuring the functionality of the 24/7 communication system of the COMSCEN.
The SCS Associates hall also demonstrates a professional client-oriented approach, courtesy, tact, and ability to work with people and clients from diverse backgrounds.
In addition to communication matters, he/she will also be available to support the Operations Officers of SOC in their operational function with information and clarifications on local security issues in Afghanistan.
The SCS Associate is primarily responsible for maintaining and managing communication aspects of the SOC and Security Communication Center in Kabul.
- Supervised SCS Operators assigned to SOC Security Communication Center and ensured 24/7 coverage of SCS Operators.
- Coordination with Area Security Operation Centers (SOC) and guide to ensure 24/7 communication throughout the country.
- Provide all communication support to SOC.
- Liaise with local security authorities to maintain the UN Security Communication System when required by the CSOC Supervisor.
- Undertake any other task as may be assigned by the CSOC Supervisor.
- Coordinate technical support for the CSOC, i.e., follow up with FTS, Security logistics/support, UNDP, and other concerned departments in resolving technical problems affecting the effective functioning of the CSOC.
- Contribute to CSOC operations, i.e. responding to emergencies, incidents management, broadcasting security advisories and information circulars via email, SMS, and Skype, and updating significant incident maps.
- Prepare and maintain roster for SCS Operators and ensure 24/7 coverage.
- Timely repair/maintenance of all communication equipment for effective functioning of CSOC and Security Communications Center.
- Ensure that bulk SMS systems are operational and functional in Kabul and other Area Offices.
- Monitoring local/international media for news and security updates and sharing relevant information with the CSOC Supervisor or Duty Operations Officer.
- Oversee the timely broadcasting of Security Advisories by Security Communication Center (SOC COMSCEN) over the UHF Tetra network, VHF, and all other available means.
- Oversee tracking and follow-up of all UN road missions involving two or more regions.
- Oversee proper documentation of all weekly, monthly, and quarterly reports prepared by the Security Communications Center.
- Ensure tracking of movement for UN high-ranking officials/delegations visiting Afghanistan is done effectively by Radio Operators.
- Ensure that the CSOC Radio Room provides communication services to all UN agencies that do not have their radio room or operate only during office hours.
- Ensure that the Radio Operators effectively monitor all UN networks, including TETRA HF/VHF security channels.
- Ensure that the SCS operators regularly check all equipment in the COMSCEN and that the serviceability/proper functioning of the equipment is ascertained. Any breakdown or malfunction of equipment must be promptly reported to the CSOC Supervisor.
- Ensure that the alternate CSOC and Security Communication Center are functional and that all equipment is serviceable.
- Any other task assigned by the CSOC Supervisor.
Supervision and training of national UN personnel of CSOC and Security Communications Center:
- Supervise all personnel, especially SCS Operators of CSOC, and guide them to perform their duties professionally.
- Supervise all other national personnel of Current Operations, including the National SCS UNV and Security Staff Accounting Clerk).
- Provide required guidance and training to SCS Operators on communications equipment.
Operational support to CSOC:
- Monitor the CSOC common UNDSS COMSCEN Afghanistan email account and notify the Duty Security Operations Officer or CSOC Supervisor of any email needing urgent action.
- When required, perform the duties of other CSOC staff.
- Coordinate with regions and other UNSMS Organizations or UNAMA/UNDP sections to support SOC when required.
- Coordinate the preparation of UN presence and other maps using available resources.
- Plan, coordinate, and arrange weekly MST Meetings with the regions and relevant parties. Ensure timely dissemination of agenda and technical information for the MST Meeting.
Undertake additional tasks as assigned by the CSOC Supervisor:
- Liaise with local security authorities to maintain the UN Security Communication System when required by the CSOC Supervisor.
- Liaise and coordinate with UNDP/UNAMA as regards the procurement of communication equipment.

- Secondary education is required.
- A university degree (bachelor’s degree) in Political Science, Military Studies, Security Management, Management, or a relevant field will be given due consideration but is not a requirement.
- Applicable security, police, and/or military training is desirable.
- Minimum six years (with Secondary Education) or three years (with a Bachelor’s degree) of substantive working experience in communications and/or security operations.
- Work experience with the UN or other international organizations is an added/ advantage.
- Fluency in English and Dari and/or Pashto is required.
- Good knowledge of communication equipment, tracking systems, camera/CCTV monitoring, electronic access control, etc.
- Solid computer skills with all MS Office applications (MS Word, Excel, Access, PowerPoint, etc.), as well as Adobe Photoshop.
- Solid database management skills are highly desirable.
