Job Summary:
The Government Liaison Officer (GLO) plays a key role in Charmaghz Cultural Services Organization’s efforts to facilitate principled engagement and strengthen partnerships with the government. The GLO will support engagement and relationship building between the Charmaghz and the Government of Afghanistan; relevant government ministries and agencies; and Local administrations, facilitate and guide efforts to build collaborative partnerships.
The GLO is responsible for maintaining, further developing, and growing Charmaghz’s existing network and communication channels with the Government, plus submission of new proposals for approval and ensuring the preparation and timely submission of all government reports to key ministries.
Duties & Responsibilities:
The Government Liaison Officer (GLO) reports to the Deputy Director. The candidate also works very closely with the Program Manager(s), Operations Team, Finance and HR
Main Responsibilities:
- Liaison with various government/ semi-government authorities such as Ministry of education, Ministry of Higher Education and Ministry of Foreign Affairs, etc.
- Identify sources of information related to policy or change in policy of relevant ministries especially Ministry of Education.
- Inform Human Resource and other relevant departments of the schools regarding any change in policies, procedures and practices of the Ministries and government of Afghanistan relevant to education sector.
- Responsible for the processing attestation, approval, or any other documents of Charmaghz with to the government.
- Assist programs in building and maintaining good relationships with local governmental bodies (Ministries Directorates) and other influential partners.
- Develop engagement strategies for each of the relevant government entities and document a detailed understanding of the Government administrative processes.
- Ensure quality information management through regular maintenance of submission trackers (new proposals, reporting, networking), and their timely updating.
- Facilitate compliance of programs with the government requirements and raise issues affecting compliance to the Charmaghz management
- Develop accurate proposal submissions, as well as narrative and financial reports to all related governmental bodies, by working closely with the program teams in a timely manner.
- Provide support to programs in securing project approvals & solving any outstanding challenges in obtaining vital approvals from the government, by building on and feeding into advocacy efforts, and coordination among other INGOs, donors, and partners.
- Assist programs in preparing, reviewing, and documenting Memorandums of Understanding, Collaborative Agreements, and subsequent modifications as needed, with the government.
- Organize workshops, roundtables, and other forms of engagement with the government for programmatic purposes and on all levels.
- Facilitate visits from the government to Charmaghz and vice versa.
- Prepare different office reports and documents, as required.
- Perform any task given by the management of Charmaghz Mobile Library Services Organization.
Job Requirements:
Qualifications:
Degree in Business Administration or related field.
Experience:
3-5 years’ experience as Liaison Officer, especially in an international NGO or similar organization.
Other:
Computer skill at operator level, especially with MS Office packages.
Fluency in Pashto, Dari, and English, both written and spoken
Strong interpersonal and communication skills
A Team worker with troubleshooting skills
Honest, proactive, and well mannered.
